Job Summary

The position of Programme Management Specialist sits in the Global Operations Team, and reports to the Technical Advisor for Monitoring and Evaluation in the Commodity Security Branch (CSB), Technical Division (TD).
 
 
Job Purpose
 
UNFPA Supplies is UNFPA’s largest thematic trust fund which serves as a principal vehicle for the implementation of UNFPA Family Planning Strategy.  UNFPA Supplies seeks to ensure, over time, the sustainability of national reproductive health commodity security (RHCS) efforts.  It is designed to support the enhancement of national health systems for supply chain management and the delivery of reproductive health services, including family planning services, with a particular attention to reaching marginalized populations.  The programme is strongly aligned to delivering on international commitments such as the FP2020 initiative, the Sustainable Development Goals and the ICPD Program of Action.  The Programme is intended to be a catalytic support governments and partners for a stronger commitment to family planning programming especially for disadvantaged women and girls; and has contributed to increases in use of modern contraception and notable improvements in key reproductive health indicators in the countries where it is implemented.
 
The Programme Management Specialist will work under the supervision of the Technical Advisor for Monitoring and Evaluation and under the management of the Global Operations Lead (who is the head of the Global Operations Team); with overall leadership provided by the Chief, Commodity Security Branch in the Technical Division.  The Global Operations Team is responsible for ensuring the effective and efficient management of the UNFPA Supplies programme.  As part of the Global Operations Team, the Programme Management Specialist provides project management support for programme interventions, with a particular focus on performance management processes.  S/he supports the design and implementation of approaches for the planning, monitoring and results based management of interventions; and, assists the Technical Advisors and Global Operations Team in ensuring that technical and programmatic tools and guidance are provided to country offices and implementing partners. The Programme Management Specialist will analyze data, and other programme related information to provide evidenced based insight into the programme status, as well as tracking and reporting of trends and progress.

Education: 

Advanced University degree with specialization in public health, demography, economics, statistics, programme management, administration, public administration, international relations or other field directly related to the substantive area of work.

 

Knowledge and Experience:

  • 5 years of relevant progressively responsible professional experience, including experience at the international level;
  • Very good experience in quantitative and qualitative data analyses and the use of statistical packages is highly desired   
  • Project and program management experience;
  • Field experience, at country or regional level working on RHCS related programme is an asset;
  • Familiarity with UNFPA core issues – more specifically, with Reproductive Health Commodity Security and Family Planning; and working in a UNFPA Regional or Country Office
  • Ability to work in multicultural settings.
  • Familiarity with UN Funds and Programmes and their working methods, particularly with UNFPA's policies and procedures highly desirable;
  • Strong English oral and written communications skills is required. 

Languages:

Position 1 - 

  • Fluency in English is required. Very good working knowledge of another official UN language is desirable.

Position 2 -

  • Fluency in English and French is required.

Other Desirable Skills:

Initiative, strong conceptual abilities, strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
