Background

Landlocked in central Africa, Chad has a population of about 138 million by 2015, with 50.7 per cent of women and 57 per cent of children under the age of 18. With a population growth rate of about 3.5% per annum, in 2021, the country would have about 17 million inhabitants, with 9.7 million children under 18 years of age. This represents significant challenges in terms of access to basic social services and youth employment in a country where 47% of the population live below the poverty line with large regional disparities. Although the under-five mortality rate declined between 2010 and 2014 (from 175 to 133 per 1,000 live births), it remains high and places Chad among the three countries with the highest rates in the world. On the other hand, the budgetary constraints linked to a weak mobilization of tax revenues, a fall in oil prices and an increase in military expenditure to combat extremism and its violent manifestations in the subregion resulted into drastic reduction in budget allocations to the social sectors. The country is also experiencing humanitarian emergencies arising from the recurrence of floods, measles and cholera epidemics and the cyclical influx of refugees, returnees and displaced persons (linked to terrorism and other conflicts in neighboring countries).

It is in this context that the Government of Chad and the United Nations System (UNS) have adopted the "Delivey as One" initiative, the programmatic basis for the new United Nations Development Assistance Framework (UNDAF) 2017-2021, in line with the objectives of sustainable development, the African Union Agenda 2063 and its first 2014-2023 implementation plan, and the priorities of VISION 2030 of Chad and its related national Plan Development 2017-2021. UNDAF is the foundation of the new 2017 - 2021 country program, which aims to promote the realization of children's rights in Chad by reducing disparities and inequalities. The new program provides for 8 outcomes for health, nutrition, HIV, education, protection, social inclusion and program management.

In order to achieve the above-mentioned results and in the light of the lessons learned from previous programs, the Office intends to capitalize on UNICEF's comparative strengths or comparative advantages with its field presence, its efficient management of resources and its experience in working with Communities and decentralized monitoring. This plan reinforces the search for managerial excellence, which is enshrined in the guidance elements of the annual management plan 2017, which highlights several managerial and programmatic commitments of the office. In this context, the SPPME Section is expected to play a major catalytic role in support to program coordination and office management in general. However, the weak monitoring of management indicators with Insight remains a major bottleneck. Hence, there is a need to find a resource person to support the section to better monitor performance indicators by helping the office to become more familiar with Insight and a better daily reading of Dashboard in order to achieve expected results. It was in response to this problem that the CMT formulated a recommendation approved by the Representative for the creation of a temporary professional position in the SPPME section.

 

Purpose of the position

Under the direct supervision of the Chief of Social Policy, Planning, Monitoring and Evaluation and the overall direction of the Deputy Representative, the Planning Specialist (Insight ) will be responsible for:

  • Analytical tracking of the Office's management indicators
  • Production of different data for an integrated and consolidated analysis of the Office indicators.
  • Accompanying sections in the optimal use of Insight for managerial and programmatic decision-making
  • Serve as a resource person for the use of Insight in the Office

 

Main duties and responsibilities:

  •  Provide technical support and guidance to ensure that all office performance indicators reflected in Insight are identified and adjusted as required, with contributions from all relevant stakeholders in the context of annual work plans and annual management plans in line with the requirements of the Programming Policies and Procedures Manual.
  • Support through regular analytical productions, monitoring the execution of planning activities through Insight;

 

  • Based on the monitoring and analysis of key performance and program management indicators, provide professional input to management reports, including relevant sections of the annual reports;

 

  • Ensure, through close collaboration with the various units and sections, the implementation of the Office's capacity building strategies in the optimal use of Insight. This will involve using a range of appropriate skills-building strategies, including self-learning, seminars and other workshops, and hands-on experience to ensure that UNICEF staff have the basic knowledge and skills to understand and apply data analysis tools and methods to fulfill their responsibilities.

 

  • Coordinate, in liaison with the PME specialist and the Quality Assurance Specialist, the preparation of the situation of the management indicators for submission to the Country Management Team (CMT) and the Program Coordination Meetings (RCP);

 

  • Formulate and implement proposals on the improvement of the production mechanism and analysis of the management indicators of the office;

 

  • Produce weekly a consolidated analytical situation of the management indicators of the office;

 

  • Support the analytical plan, the monitoring of the implementation of the HACT insurance plan;

 

  • Contribute to the follow-up of the activities of the PME unit of the SPPME section;

 

  • Ensure all other relevant tasks as required.

 

Qualifications of Successful Candidate

Education:

Advanced university degree in economics, finance, management or any other relevant equivalent recognized field;

 Experience:

  •  At least 5 years of work experience in management, financial and budgetary analysis or statistical analysis;
  • Demonstrated good drafting skills;
  • Good computer skills (Word, Excel, PowerPoint) and knowledge of data analysis software(s);

 

Language 

  •  Fluency French is required;  
  • Working knowledge of English.
