Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

Background

In 2011, South Sudan inherited one of the weakest migration and border management regimes in the world, and weak border management practices and limited capacity at ports of entry further exacerbates transnational crime. Migratory movements in the South Sudan context are also mixed in nature, consisting of various categories of migrants that include refugees, asylum seekers, job seekers, business investors and entrepreneurs, migrant workers and their family members, as well as those in an irregular situation (victims of human trafficking and smuggling). Therefore, law enforcement officers need to be better informed and skills enhanced to address the migration challenges of irregular migrants using South Sudan as a transit and destination country.

Since 2012 up to date the Directorate Nationality, Passports and Immigration (DNPI) officers have received migration management training from IOM. This training ranges from training of trainers courses, border management, use and maintenance of the Migration Data Analysis and Information System (MIDAS) and interagency as well as cross border cooperation. In February 2017 a human resource capacity assessment was conducted and capacity gaps were identified as well as a training strategy and programme developed in collaboration with the DNPI Department of Training and Human Resource Development. As a follow up to these actions the department of training and IOM now require a training curriculum for implementation of the programme as well as addressing the capacity gaps identified in the assessment. At the same time IOM continues to provider equipment to the department and the Immigration Training Centre was operationalized in March 2017.

Rationale

With training and human resource capacity gaps identified during the February 2017 assessment by IOM in collaboration with the Department of Training in DNPI, it is now imperative to develop a training curriculum for guiding implementation of the training strategy and addressing the gaps. As the officers continue to receive equipment such as the MIDAS system it is important that they have some basic knowledge on their operation such as basic IT skills, English language proficiency, customer service, ethics and a working culture especially in managing foreign nationals, time management role of a public servant and basic literacy. IOM seeks the services of an experienced Consultant/firm to design a border management training curriculum for the DNPI Immigration Training Centre in Juba with eventual aim of getting accreditation from the South Sudan Ministry of Higher Education. The Consultant/firm will work in close collaboration with the DNPI Training Unit and other relevant departments to ensure that all aspects of border management and public service are taken into consideration and adequately represented in the curriculum design.

Objectives

The objectives for the training curriculum development are as follows: (1) To ensure the DNPI Training Unit has the appropriate guides and materials to address capacity gaps and training needs identified in the assessment; (2) To align training for officers with the proposed strategy;

Scope of Work

Under supervision of the IOM programme manager and in collaboration with the DNPI Training Unit, the successful service provider/consultant will be expected to perform the following functions:

(1) A review of international and regional best practice models for public service training including border management;

(2) A review of existing training materials from DNPI and its partners; (3) The development of a framework for guiding the curriculum design and implementation taking into consideration future accreditation process;

(4) The development of an integrated immigration training curriculum, participatory training aids, and pre/post training assessment tools.

Project Deliverables

The service provider/consultant will be expected to deliver the following: (1) A comprehensive immigration training curriculum articulating the relevant topics to address skills gaps

(2) Recommendations for steps towards accreditation of the curriculum with relevant government authorities.

Proposed Time Frame

The appointed consultant/service provider is expected to have completed the project within one (1) month from the date of project initiation.

Education

• Advanced educational background in one of the areas of: Law, Migration Studies, Curriculum Development, Education, or related field.

Experience

• Understanding of border management and experience as a public servant an added advantage.

• Proven track record of training curricula (and manual) development. • At least five years of experience in development, assessment and evaluation of curriculum, teaching and learning resources required;

• Proven experience of steering curriculum through design to accreditation stage; • Ability to contribute to and comfortably work in a multidisciplinary, multicultural setting; • Ability to work independently to strict timelines;

• Excellent planning and facilitation skills;

• Ability to research, analyze and present complex information;

• Strong interpersonal, teamwork and communication skills; and

• Excellent written and spoken English skills and sound report writing skills. Language

• Fluency in English is required.

This vacancy is open to individual consultants and service providers. The consuttant/service provider will be working home based with field travel to Juba, South Sudan. Desirable Competencies:
