IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

The IOM project “Strengthening Armenia’s Identity Management System" aims to contribute to an improved identity management system for Armenian nationals and foreign citizens, in particular to improve labour market regulations through the implementation of work permit issuance system for foreign workers in Armenia. Project purposes include performing a gap analysis and need assessment on work permit issuance process in Armenia; developing Standard Business Process for work permit issuance system taking into consideration the best international practices; supporting drafting of secondary legislation. Core Functions / Responsibilities:

IOM Mission in Armenia is looking for an international consultant for a short- term consultancy aiming to improve regulation of the labour market and labour migration management in the country through strengthened management of the Work Permit issuance system for foreigners seeking employment in Armenia.

Objective of the Consultancy

Under direction of the IOM Mission in Armenia, the Consultant is to provide technical advice to the Government of Armenia in the implementation and management of the country´s Work Permit issuance system.

The Mission will support the consultant with organization of meetings, interpretation and translation of necessary documentation to enable the analysis and assessment. Duties and Responsibilities

In close coordination with IOM and Government Agencies the consultant will: a) Develop project workplan including methodology outlining how expected results will be achieved;

b) Conduct desk review of relevant documents and statistics, and analyse current Armenian migration and refugee law, focusing on the regulations relating to the employment of Page 1 / 4foreigners in Armenia, in order to compare the Armenian system with those of other countries and identify existing gaps in regulating employment of foreigners;

c) Conduct meetings and interviews in Armenia with the relevant government and non-government stakeholders, as well as with employers, hiring foreign labour force in Armenia; d) Cooperate with local consultant(s) in collecting information and steer their work; e) Referring to international good practices and governments with similar labour migration dynamics to Armenia, draft Standard Business Process (SBPs) for Work Permit issuance and design roles and coordination mechanisms for main participating agencies in this process; f) Support drafting secondary legislation for implementation of Work Permit issuance system in Armenia;

g) Conduct in-country validation workshops with main stakeholders to discuss importance of establishing an effective and labour market-responsive work permit issuance system and draft SBPs;

h) Progressively report on implementation of the activities; workplan and methodology, mid-term submission of a draft report and final report submission, as well as SBPs; incorporate inputs by IOM Mission in Armenia and other stakeholders as suggested by IOM Armenia; i) Meet the deadlines set for the assignment.

j) Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

• Completed advanced university degree in Social Science, Management Science (especially operations management), Public Administration, or a related field. Education in a migration related field is an asset.

Experience

• At least 5 years of experience in academic research and / or professional thematic consultancy.

• Proven experience in similar tasks. Proven experience with international organizations, governments, or think tanks in conducting needs assessments, research and preparing guides, manuals, and analytical reports.

• Knowledge of labour migration in terms of its governance and potential impacts on countries of origin and destination.

• Excellent writing, communication and negotiation skills; ability to prepare clear and concise reports. Excellent analytical skills.

• Experience in migration management related research.

Language

• Fluency in English is required.

Expected Duration of the Consultancy: Thirty-five working days within 01 November, 2017 – 30 April, 2018.
