Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.


Main Purpose

To assist the Radiation Safety and Nuclear Security Regulator in the discharge of regulatory functions and ensuring an adequate regulatory oversight over all Agency facilities and activities in accordance with the Agency Radiation Safety and Nuclear Security Regulations.


Role

The Radiation Safety and Nuclear Security Regulation Officer (RSNSRO) is a coordinator of oversight of all radiation systems (sources) and practices in place in the Agency facilities, a liaison organizing the authorization of sources by the IAEA Radiation Safety and Nuclear Security Regulator, providing relevant local guidance and training of staff, verifying compliance of all activities with the IAEA Radiation Safety and Nuclear Security Regulations and advising on all radiation safety and nuclear security related matters.


Functions / Key Results Expected

The RSNSRO will\:

  • Review and assess applications for authorization, reports, technical documents and other information related to safety and security of Agency facilities and activities to determine whether they comply with the regulatory requirements;
  • Conduct or arrange for the conduct of inspections to determine compliance with the regulations and with conditions specified in the authorizations;
  • Recommend to the Regulator appropriate enforcement actions whenever necessary;
  • Contribute to the development of regulatory guides;
  • Contribute to the formalization of regulatory processes, procedures and assessment criteria;.
    Assist the Regulator in the regular review and continuous improvement of the regulatory programme;
  • Record formally the basis for regulatory decisions and the outcome of the regulatory activities and maintain appropriate records of the regulatory activities;
  • Assist the regulator in the investigation of radiation events including nuclear security events.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Advanced University Degree in Nuclear Engineering or related discipline;
  • At least 5 years of professional experience in the regulation of radiation safety or nuclear security, including review and assessment and inspection of facilities and activities;
  • Knowledge of the application of the applicable IAEA safety standards and security guidance documents;
  • Experience in the analysis of safety and security and the investigation of radiation events including nuclear security events.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $58583 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28120, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
