Danish Refugee council is looking for a highly qualified individual to fill the position of Head of Pro-gramme for our Iran country programme. 
 
 
Who are we? 
 
Danish Refugee Council has been operational in Iran since 2012, as part of its regional approach to addressing Afghan displacement. During this period, DRC has focused on supporting displaced afghans access to Livelihoods, Protection and Education. DRC implements some activities, such as the provision of cash assistance directly, while other activities are often delivered via partnerships with local NGOs.  
DRC’s operations in Iran have expanded significantly over the past year, with turnover in 2018 expected to be $5-6m. As a result of this growth, DRC is seeking to expand its management team in Tehran, in order to improve and maintain the quality of its programmes and support services. 
 
 
About the job 
 
The overall purpose of the Head of Support Services (HoSS) is to support the effective delivery of high quality programmes for DRC Iran. This is achieved by providing leadership, management oversight and technical support to DRC Iran’s operational support services, namely: Finance, Hu-man  
Resources & Administration, Logistics & Procurement and IT. The successful candidate will likely have a strong background in either finance or procurement, with a solid understanding of the sec-ond discipline and a demonstrable willingness to develop their knowledge further 
 
Your overall reporting line will be to the Country Director – DRC Iran, based in Tehran, Iran with a technical reference to DRC Regional support functions. 
 
In this position, your key responsibilities include: 
 
 
Management 
  • Lead and manage the team leads of the different support functions (including people planning, performance, well-being and development)
  • Develop and improve operational approaches, compliance and systems, and support the Country Director to build and deliver effective and sustainable interventions. 
  • Responsible for the strategic development, management and implementation of the sup-port operations
  • Develop and improve operational approaches, compliance and systems, and support the Regional/Country Director to build and deliver effective and sustainable interventions. 
  • Ensure support for annual planning and review processes 
 
Operational Management 
  • Support the Country Director and the Senior Management Team in liaising with donors and authorities, especially as relates to issues of compliance, registration, and audit
  • Ensure that DRC retains and continually develops its operational capacity to provide rapid emergency response in particular within its procurement and transport systems
  • Develop a risk management plan for the country that identifies the major financial and operational risks and implement a mitigation strategy
  • Ensure that all administrative and legal-related systems are accurate and maintained
  • Work to build the capacity of the operational support staff throughout the operation though frequent in-service training sessions and mentoring support
  • Contribute to the development and implementation of DRC’s global development initiatives 
 
About you

Required 
  • Minimum 5 years of senior leadership experience in operations management roles including with INGOs
  • Minimum university degree in Business administration, finance, procurement or relevant  in a similar field.
  • Proven leadership skills and a competence in people management 
  • Proven operational management experience and capability
  • Proven financial, information and systems management experience
  • Proven experience in procurement and tender processes
  • Proven analytical and critical thinking skills
  • Excellent communication, interpersonal & influencing skills with well-developed ability to motivate
  • Proven ability to lead and work effectively with others to achieve results
  • Understanding of the countries in which DRC operates and sensitive to the cultural context
  • Full professional proficiency in English

Contract length: 01 year  
Level: A10 
Duty station: Tehran, Iran.   
Start date: 5th January 2018
