The consultant will lead the overall coordination and management of the credentialing and capacity strengthening program, and will leverage the strong existing technical capacity and professional relationships of UNICEF HQ and Regional Office staff to bring in organizational commitment and understanding of what is needed and required to shape a successful initiative that is in line with respective operational policies and procedures. S/he will also be part of quality assurance, monitoring and evaluation, and knowledge management. Direct supervision, guidance and support will be provided by the Senior Gender and Development Specialist, P-5 within the Gender Section at New York Headquarters. The Consultant will be part of the Gender Section, and will also closely work with colleagues in the Division of Human Resources, Regional and Country offices, and the U.S. Fund for UNICEF, as well as program implementers, philanthropic and other stakeholders. The incumbent is expected to provide, technical support, quality assurance, monitoring and evaluation, and knowledge management for this program area.

BACKGROUND & RATIONALE

A key area of focus in UNICEF’s 2018-21 Strategic Plan and Gender Action Plan is strengthening gender capacity and talent management. To enhance the applied gender programming skills of the current workforce to deliver on concrete and measurable programming results, UNICEF is working on an initiative called the GenderPro- in partnership with the Bill and Melinda Gates Foundation (BMGF). The focus of the initiative is to develop the most effective infrastructure to deliver skills and learning, and recognize various levels of UNICEF gender staffing expertise. Further, recognizing that skilled staffing and standards for various levels of gender expertise is not only a need for UNICEF, but all international development organizations, components of the initiative are also being designed as open-source.  By the end of the project, UNICEF aims to have established and implemented a field-recognized tiered gender credentialing standard based on a foundation of open-source blended learning (i.e., moderated online and in person). 

PURPOSE

EXPECTED RESULTS: (MEASURABLE RESULTS) 

  1. Project planning, coordination and implementation of GenderPro initiative
    1. Coordinate and manage the planning, implementation and evaluation of this initiative and the overall completion of the five outcomes in the BMGF grant results framework
    2. Shape and refine the overall project implementation plan and annual work plans and budgets in consultation with the Core GenderPro team at UNICEF and approval from Principal Advisor, Gender and Development. Ensure timely implementation of the plan.
    3. Manage initiatives’ budgets, maintaining regular review with supervisor and Principal Advisor.
    4. Organize regular meetings with the core GenderPro internal team, colleagues, and management for maintaining effective work flow, communication and accountability, and with external partners and stakeholders to maintain effective workflow and networks.
    5. Manage relationships with the grant donor and the US Fund, including coordinating regular communication mechanisms
    6. Liaise with Regional or Country Offices and other partners, for inputs into the development and/or implementation of this initiative.
  2. Design, implementation and quality assurance for the program area of credentialing and capacity strengthening
    1. Shape and maintain program area approach and direction to align with the emphasis on gender capacity and expertise in UNICEF’s Gender Action Plan. Lead, delegate, or commission the design and implementation of key components/steps/deliverables of initiatives, keeping alignment with overall strategy, and with regular input from the senior gender team and senior management.
    2. Design and implement key components/steps/deliverables of the initiative, keeping alignment with overall strategy and grant deliverables in mind, and with regular input from the senior gender management.
    3. Provide quality assurance on the terms of reference and RFP implementation created to commission the development of key training and credentialing processes and products.
    4. Formulate quality assurance strategies/processes for the implementation of the joint initiative with the BMGF and broader UNICEF program area for applied gender credentialing and capacity strengthening. This includes processes to ensure that the initiative’s implementing partners are selected and assessed in accordance with standard UNICEF policies and procedures, and that all documentation is in line with corporate standards.
  3. Analysis, monitoring and reporting for the program area of credentialing and capacity strengthening
    1. Use appropriate corporate tools and systems, including InSight and e-Tools, to report on the status of the program area, including initiative implementation, and to identify high-risk areas requiring special attention and/or support.
    2. Compose progress, donor or analysis reports as may be required.
    3. Monitor internal processes for formalizing implementing partnerships to ensure that timelines and performance benchmarks are adhered to.
    4. Consolidate and provide regular updates to senior management assessing progress against desired timeline and quality, highlighting challenges and advising on course correction as required.
    5. Provide substantive input to various reports required from the Gender Section, including the annual section/division report, the GAP board report, the Annual Results Report.
  4. Knowledge management and communication for the program area of credentialing and capacity strengthening
    1. Ensure that all initiative documentation, including implementing partnerships, such as assessment and assurance reports, PCAs and programme documents are adequately circulated and properly archived.
    2. Design and implement capacity building communication strategies/initiatives for Regional- and Country-level staff, other internal and external partners, to ensure that all are knowledgeable to complete the results framework for the initiative and engaged in the broader program area.
    3. Support networking, partnerships, visibility related tasks and responsibilities, including assisting senior management for key meetings and events, and organizing relevant convenings.
    4. Identify and use internal and external communication platforms and opportunities to share results of the initiative and program area. 

MANAGEMENT

The consultant will be managed by the HQ Gender Section, reporting to the Senior Gender and Development Specialist, and working in close collaboration with the rest of the core GenderPro team.

Payment will be made in a monthly basis based on the satisfaction of the monthly reports.

KEY COMPETENCES, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED: 

  • An advanced university degree in development studies, international development, programme/project management business administration, financial management, economics, or related field is required.
  • Academic, programming and/or management credentials in gender are a strong asset.
  • A minimum of 8 years of professional experience in programme/project development and management at the national and international level; at least 4 years of experience with creative applied gender skill and capacity development is required;
  • Significant knowledge and understanding of country/ regional/global gender equality issues, specifically relating to children and women, and the current trends, methods and approaches;
  • Demonstrated skills in project and operational management and ability to work across functional areas at a senior-level;
  • Strong leadership, diplomatic, and negotiation skills along with the ability to network and deliver results at a senior-level;
  • Strong relationship, partner, and people management skills. Experience managing donor and partner relations is required.
  • High level of organization, follow-up and attention to detail;
  • Ability to multi-task and work effectively in a highpressure environment;
  • Ability to express ideas and concepts clearly and concisely in written and oral form and excellent writing skills required;
  • Proven skills in communication, strategic planning and systems thinking at a senior-level;
  • Familiarity with UNICEF’s Gender Action Plan and the Gender Section’s portfolio an asset;
  • Experience with the UN is an asset
  • Some field based experience in a developing country is required.
