Background

The GEF Council has recently approved the Project Identification Form (PIF) for the full sized project titled “Eliminating POPs through Sound Management of Chemicals” (PIMS 5918) implemented through the UNDP.  UNDP is now commencing a detailed project preparation phase expected to last by June 2018.  The PIF was approved by the GEF Secretariat on 2nd May 2017. At the end of the preparation phase, UNDP will finalize a project document for approval/endorsement by the GEF CEO.The project aims to reduce the risks of POPs on human health and the environment through strengthening institutional capacity and the policy and regulatory framework for the sound management and disposal of chemicals, POPs and wastes, and developing sustainable systems for the sound collection, labelling, storage, and disposal of hazardous chemicals and waste.According to the National Implementation Plan (NIP) developed under the Stockholm Convention on POPs, the two highest ranking national priorities are: 

  1. The implementation of measures to strengthen the institutional and regulatory framework (including: Developing legislation for chemicals management; Strengthening institutional capacity; Improving data collection and management systems and Conducting research on the effects of POPs); and 
  2. Developing an action plan to eliminate PCB-containing equipment and its wastes by 2025 (including Identifying, labeling and mapping where PCBs and equipment containing PCBs are located in the country; Put in place labelling mechanism for all PCB containing equipment; Establishing adequate storage facilities for replaced equipment containing PCBs; Formulating guidelines for disposal of equipment containing PCBs; and Disposing safely of equipment containing PCBs). 

Since the ratification of the Stockholm Convention in 2006, there has been no specific action towards the environmentally sound management of POPs of hazardous wastes at national level. The Environment Protection and Preservation Act (Law no. 4/93) of the Maldives has particular provisions for the sound management of hazardous waste. However, limited data, capacity, resources and a general lack of understanding related to the management of POPs and hazardous wastes have hampered the substantive realization and implementation of these specific provisions, or POPs related interventions. Now that the NIP process has been concluded and the country’s national priorities related to POPs have become more defined, the Government is committed to start addressing the most pressing POPs priorities.In order to reduce the risks of POPs on human health and the environment and address the challenges that the Government of the Maldives faces in achieving the sound management and disposal of POPs, POPs containing wastes and reducing releases of POPs to the environment, the project proposes the following interventions:

Component 1. Strengthening the regulatory and policy framework and institutional and technical capacity for the sound management and disposal of POPs, chemicals and wastes

Component 2. Establish systems for the sound collection, labeling, storage and disposal of hazardous chemicals and wastesComponent 3. Monitoring and learning, adaptive feedback, outreach and evaluation

With this background and in order to support the efforts of the Government of Maldives to eliminate POPs through Sound Management of Chemical and Waste, UNDP in its capacity as the Implementing Agency for the GEF, requires the support of a National Coordinator with experience in developing Institutional and Policy Framework. The consultant is requested to work together with relevant parties (International PPG Coordinator and rest of the team, UNDP Country Office, Ministry of Environment and Energy, Utilities companies, etc) to facilitate the Project Preparation Grant (PPG) phase during which the detailed preparation of a country project for Maldives will take place.The consultant is expected to support the design and preparation of a UNDP/GEF ProDoc and support the preparation of additional supporting documents required for approval by the GEF with guidance from the International PPG Coordinator

Duties and Responsibilities

General Objective:

With guidance from the International PPG Coordinator and in close collaboration with rest of the PPG team, the consultant is requested to coordinate and provide support throughout the process of project design, ensure the preparation and finalization of the UNDP/GEF Pro Doc, GEF CEO Endorsement Document and other supporting documents (GEF Tracking Tools, Social and Environmental Screening Procedures, among others) required for approval by the GEF-OFP, the Government of Maldives and UNDP.

The overall responsibilities of the National Coordinator include, but are not limited to the following:

  1. Operational management of the project components with guidance from the International PPG Coordinator, the implementing agency and the Government of Maldives;
  2. In collaboration with the Project Team and stakeholder agencies, ensure all implementation arrangements of activities of the project component are carried out smoothly;
  3. Identification and resolution of implementation problems.
  4. Design  the Institutional/ Policy framework
  5. Support the International PPG Coordinator to develop the GEF CEO Endorsement Document and UNDP project document, including:
  • endorsement of project design with the government and other counterparts,
  • barrier analyses, based on consultant reports and a multi-stakeholder workshop;
  • a logical framework, based on a multi-stakeholder workshop and the recommendations of consultancy studies, including indicators and quantified targets, combined with baseline values;
  • a project budget and work plan in standard UNDP and GEF format inclusive of co-financing commitments;
  • a monitoring and evaluation strategy;
  • Social and Environmental Screening Procedure (SESP)/ ESMP
  • Chemical and Waste focal area Tracking Tools such as GEF 6 Chemical and Waste Tracking Tool, GEF POPs tracking Tool
  • a learning and replication strategy and
  • Text and supportive technical analyses detailing the justification and strategies of the project.

Scope of work:

This post is for a senior consultant with recognized expertise in Institutional/Policy design with background of Project Management. S/he would oversee and coordinate the PPG process throughout its entire duration and be responsible for the overall coordination of the process and consultations needed for project development and the preparation of the UNDP/GEF ProDoc and the GEF CEO Endorsement Form, in direct collaboration with the International PPG Coordinator and other members of the team. In addition, the consultant will be responsible to complete the Institutional/ Policy framework for the Project during PPG Phase.

The role of the National Coordinator includes designing Institutional/ Policy framework, ensuring the delivery of necessary information for the project preparation. The National Coordinator role also includes coordinating the consultation processes with national and international project partners and stakeholders at the different stages of the PPG phase and facilitating the flow of information and communication between the various consultants involved in the project’s preparation, including communication with the International PPG Coordinator.

The work of the National Coordinator will include the following tasks, among others:

  • Under the guidance from the International PPG Coordinator, liaise with all consultants and relevant stakeholder to ensure day to day activities of the project preparation time is followed and communicate with International PPG Coordinator to tackle any unforeseen delays
  • Organize and arrange all trainings and workshop and field visits
  • Support the International PPG Coordinator to  develop the project specific Draft Annotated outline of UNDP/GEF Project Document with a clear indication of the information which is required for each section and that is to be provided by the project team
  • Develop Stakeholder engagement plan as per UNDP guidance note and taking into account SESP pre-screening risk identified.
  • Provide inputs to the documents developed
  • Lead the assessment(s) of Legislative and Policy Framework (policies, plans, regulations, standards and measures), its implementation, import/export tracking and monitoring ability as relates to the sustainable management and disposal of POPs and hazardous chemicals of concern.
  • In consultation with the Financial/ Economic Incentive and Waste Management Experts, draft elements that might be included to develop a regulatory framework to share accountability and responsibility for waste management across private and public stakeholders, with an eye to completing such a framework in the course of the project itself
  • Conduct a desk review with supportive interviews, on the Capacity of Government, Private Sector and critical partnering entities, including educational and training institutions, private and NGO/CBO entities and organizations (both at local and national level), that have responsibilities pertaining to the sustainable management of POPs (particularly the categories mentioned in the PIF). 
  • Taking input from the POPs/PCB expert, review and lay the framework for revision(as necessary) of PCB related legislation; and identify elements that can be targeted for improving regulations in the course of the project, that will enhance registration, labeling, tracking and status of all PCBs and PCB containing equipment in the Maldives. 
  • With input from the POPs/PCBs and Financial experts, put forward potential models for controlling import and use of chemicals of concern, which can be examined and fine-tuned for the Maldives in the course of the project.
  • Prepare the Project Results Framework (PRF), and draft the elements of the UNDP Project Document, its annexes, as well as all documents required in the CEO endorsement package), taking on board inputs from stakeholders and other consultants, and guidance by the International PPG Coordinator.
  • Align all the activities, outputs and outcomes proposed for the PPG preparation and afterwards for the FSP implementation with national plans, policies as well as national budgets
  • Finalize the PRF in coordination with the International PPG Coordinator and ensure that the PRF contains appropriate objective-level and outcome level quantitative and qualitative indicators (verifying the inclusion of socio-economic and gender disaggregated indicators), and end-of-project targets.
  • Organize the Local Project Appraisal Committee (LPAC) and Validation Meeting to have review and vetting of the draft project proposal.
  • Facilitate and provide necessary inputs for finalizing the Project Document with the International PPG Coordinator.

The Complete CEO endorsement documentation package shall include the following documents and the consultant is responsible to support the International PPG Coordinator in the preparation of all the documents and facilitate the process so that all the documents are submitted for UNDP internal review no later than 30th May 2018:

  • Finalized UNDP Project Document
  • Finalized GEF Request for CEO Endorsement
  • Finalized SESP /ESMP
  • GEF Chemical and Waste Tracking Tools (such as GEF 6 Chemical and Waste Tracking Tool, GEF POPs tracking Tool)
  • All Co-financing Letters

Deliverables

To achieve the deliverables, the consultant must liaise closely with the rest of the PPG team. All documents, report must be approved by the International PPG Coordinator and UNDP. The Final UNDP/GEF project Document must be ready for UNDP internal review by latest 30th May 2018.

Institutional Arrangement

The consultant will be home based. S/He will be supervised by the Assistant Resident Representative (ARR) of Resilient and Climate Change UNDP Country Office and will work closely with Designated Official from Ministry of Environment and Energy, International PPG Coordinator and Regional Technical Advisor in Bangkok Regional Hub (BRH).  S/he will act as the focal point with all the team members and provide support accordingly to the team in order to implement the PPG phase. Regular meetings will be held with the CO and MEE to update on the progress of PPG Phase.  S/he will be responsible to follow up with other team members on their progress and provide any support where necessary. He/she should carry out his/her tasks in accordance with the rules and procedures of UNDP and those of the Government of Maldives. Any other task that are not included above but during the assignment period later deemed important to ensure the quality of the deliverables could be proposed by the incumbent and shall be agreed jointly.

Duration of the Work:

The Consultant will perform his/her assignment with the following timeline:

  • S/he will work 100 working days within 12 months to complete the assignment
  • The expected effective working date is 12 November 2017
  • Delay in submitting report will impact on the completion of work and release of payment.

Duty Station:

The consultant will work from home, with visits to UNDP Country Office and Ministry OF Environment and Energy.

Required Skills and Experience

Education

  • Must have minimum tertiary qualification a relevant field such as environmental management, law, Policy studies, Public Administration, project management or related field

Experience

  • Must have professional work experience in the field of waste/chemical management of at least four (04) years
  • Experience in donor assisted development projects along with understanding of technical, commercial and legal aspects of donor assisted projects will be an added advantage
  • Thorough knowledge of international conventions related management of chemical substances  and/ or hazardous waste will be an added advantage
  • Experience in the design of chemicals management projects is preferred
  • Familiarity with the goals and procedures of the GEF, in particular in relation to its chemicals portfolio
  • Experience and/or familiarity with UNDP or other UN Organizations’ projects, processes, guidelines and structure will be considered an advantage
  • Should have strong leadership, management and communication skills in presenting, discussing and resolving difficult issues and have ability to work efficiently and effectively with a multidisciplinary team.
