Context:

Under the direct supervision of the Chief of Mission in IOM Freetown, the successful candidate will be responsible for sustainable shelter, settlement and risk reduction solutions in the in the context of recurring flooding and mudslides in Sierra Leone. S/he will provide technical support and training to partners and government, and contribute to planning, strategy development, and implementation of Shelter/DRR programmes that are aligned with national DRR and development strategies and priorities. S/he will equally provide support to site planning/rehabilitation of current and/or future displacement sites, as well as short-term DRR technical support to other IOM missions in West and Central Africa, if needs arise and support is requested

Core Functions / Responsibilities:

Sustainable Shelter & Disaster Risk Reduction

Coordination and Technical Support

• Provide technical support to and work in close collaboration with the Shelter Pillar Coordinator and relevant stakeholders on sustainable shelter and settlement solutions and DRR, including but not limited to technical design, programme strategy, and planning. Support Shelter Pillar Coordinator on any emerging issues relating to shelter preparedness and response. Page 1 / 4• Assist in building consensus among pillar partners, including relevant government counterparts at central and field level, on pillar approaches to sustainable shelter and settlement solutions and DRR. Identify capacity gaps in DRR systems and partnerships on the ground and reach out to new partners to establish working relationships.

• Assist the Shelter Pillar Coordinator and relevant stakeholders in the planning and delivery of trainings, workshops and field missions as required.

• Support the government and stakeholders in shelter/DRR assessments, analysis, recommendations for shelter solutions and DRR programming.

• Support the UNCT/HCT to reflect mobility, risk and resilience perspectives in the Sierra Leone UN Development Assistance Framework (UNDAF) and Humanitarian Response Plan (HRP). • Keep abreast and advise COM on emerging issues and key policy initiatives relevant to DRR in Sierra Leone and the region, as well as donor policies, priorities and funding opportunities. • Position and represent IOM in shelter and DRR working groups, workshops, strategy/planning discussions.

• Engage with national and local DRR platforms, as necessary.

IOM Programme Support

• Develop a shelter/DRR strategy for IOM Sierra Leone that is aligned with the priorities of the Sendai Framework for Disaster Risk Reduction and other relevant regional and national DRR and development frameworks and strategies; support project development efforts, donor outreach and fundraising relevant to shelter and DRR.

• Design and oversee multi-hazard risk assessments with a particular focus on flood and landslide risk in vulnerable communities; adopt community-centred assessment approaches to generate recommendation for programming.

• In close coordination with relevant national and sub-national government counterparts, and working collaboratively with civil-society and academia wherever feasible, lead the operational planning, implementation, monitoring and evaluation of the Mission’s DRR and preparedness efforts, in support of flood early warning systems, contingency plans, risk-mitigation infrastructure, training, information and outreach initiatives.

• Contribute to ‘build back better’ goals in recovery and reconstruction to reduce future displacement risk, including by promoting hazard-resistant shelters/housing, safe construction techniques and livelihoods diversification; plan and manage other IOM shelter/DRR programmes in the field, in coordination with relevant stakeholders.

• In close coordination with relevant government counterparts, assess programme opportunities to support the relocation of communities exposed to continued risk, in line with international principles and guidelines on planned relocation; ensure integration of ‘lessons learned’ from prior government-sponsored evacuation and relocation initiatives for disaster-affected communities.

• Assess/develop partnership opportunities to promote the inclusion of migrants in disaster preparedness, response and recovery.

• Develop/implement programme implementation methodologies that ensure the participation of and action by the population at risk, including women, men and children, as well as migrants, including displaced people, and other vulnerable groups.

• Undertake duty travel routinely and throughout the project implementation sites to provide strategic and technical guidance and to oversee quality of all shelter/DRR outputs, towards ensuring efficiency and quality of implementation at all times.

• Ensure adherence to do no harm principles and conflict sensitivity at all times. Site Planning/Rehabilitation

• Assess new sites and report on safety of the site and plots.

• Ensure that each new site is assessed considering possibilities and constraints for shelter construction; and urban upgrading works to reduce disaster risk, such as retaining wall, drainage, etc., are contemplated.

• Ensure the provision of technical specifications for urban upgrading work for each new site (BoQ and drawings if needed).

• Ensure that for each site the WASH sector, or other relevant partners, is contacted to provide latrines and water supply.

Page 2 / 4• Provide short term technical support to IOM missions in West and Central Africa, if DRR needs arise and support is requested, in coordination with the Regional Office for West and Central Africa.

• Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in humanitarian response, recovery or related field;

• Operational field experience required;

• Emergency experience and previous project implementation and management experience, including project monitoring and reporting an advantage;

• Experience in disaster risk reduction required.

Languages

Fluency in English is required. Working knowledge of local languages and/or French is an advantage.
