Background
The Regional Programme for Afghanistan and Neighboring Countries (RP) is a framework to enhance regional cooperation in the areas of illicit drugs and crime. The programme introduces new areas for cooperation in the West and Central Asia region that complement and link up existing country-level activities of UNODC. Sub-programme-1 of RP is designed to scale-up existing approaches to regional cooperation, support the development of a common skill-base among law enforcement officers in the region and facilitate concrete action to tackle illicit drugs and precursor trafficking. It will strengthen existing initiatives and provide new impetus for focused law enforcement cooperation. Beyond these targeted operational initiatives, Sub-programme 1 includes outputs that establish regional standards and the promotion of standard operating procedures, in order to encourage improvements in national capacities and international cooperation. The Sub-programme will aim to enhance forensic capacities across the region by providing technical support and advice to enhance skills, awareness as well as regional collaboration based on forensic good practices. This will include activities to increase forensic awareness and capacities of actors involved in drug-related criminal investigations. The Sub-programme-1 will also support the establishment of regional mechanisms for sharing standardized forensic information. Sub-Programme-2. Judicial cooperation between countries in the region has not advanced as far as the more familiar and better-institutionalized relations between law enforcement agencies. In order for criminal justice responses to have deterrent effects in line with international standards and norms, this sub-programme will facilitate stronger contacts between authorities responsible for cross-border cooperation against narcotics-related threats. Sub-Programme-2 is focus on strengthening capacities of justice institutions to cooperate across borders on anti-criminal matters. Interventions will include promoting the use of standard manuals and guidelines; provision of training on judicial cooperation; and establishment of and support to central authorities on extradition and mutual legal assistance. Sub-Programme-3. The rising number of drug users in Afghanistan and its neighboring countries has become a major health hazard, causing numerous drug-related death cases and resulting in an increased number of persons affected by HIV and AIDS. It is suggested to implement a regional network for exchange of information on emerging regional trends of drug use and effective best practices, as well as updates on efforts underway in the country and regional levels, dissemination of publication and other resources to support initiatives. Another main obstacles faced in the region is the lack of understanding of drug dependence as a multi-factorial health disorder. Therefore the main focus in the region needs to be on a multi-sectorial approach of systematic advocacy to promote a sound understanding of drug dependence and its treatment in a continuum of care, counteract stigma and discrimination for drug users. Sub-programme-4. UNODC has demonstrated the ability to deliver novel insights into narcotics and related crime issues in the region and has also served a coordination function in bringing together information from numerous other official sources and disseminating this to partners. Nonetheless, there is a wide scope to enhance trends analysis and impact monitoring capacity at the regional level. Sub-Programme-4 will aim to do so through three primary activities including improving data collection and sharing in the region, generating new guidance for operations and policy, establishing a framework for monitoring counter-narcotics interventions, which will serve partners’ evaluation and learning cycles as well as UNODC’s own. |

Required Skills and Experience
- Bachelor degree in economics, finance management, business administration, or equivalent diploma
- Minimum three years of progressively responsible clerical, administrative/financial work closely related to support of programme/project activities.
- Experience with UN (knowledge of UN administrative rules and regulations) or other international organizations would be an asset.
- Fluency in spoken and written English and Russian is required.
- Knowledge of Kazakh language is an advantage.
- Excellent knowledge of MS Office, Power Point, internet applications, experience in working with office equipment
