Background

In the Philippines, UNFPA’s overall goal is to empower and improve the lives of underserved populations, especially women and young people including adolescents, enabled by an un-derstanding of population dynamics, human rights and gender equality, and driven by the needs of Filipinos and tailored to the Philippine context. As the Philippines is a signatory to the International Conference on Population and Development (ICPD) and the Sustainable Devel-opment Goals (MDG), UNFPA’s support to national and local partners aims to reduce mater-nal deaths by achieving universal access to sexual and reproductive health, including family planning.

The Programme Assistant performs communications, administrative and secretarial support to the Programme team. The incumbent also provides organizational functions of the office in terms of providing effective communications support to the office, ensure facilitation of knowledge building and management and logistical support.

The Programme Assistant works with the members of the Programme Team and the themat-ic specialists (RH, GBV and Youth) in the Country Office. The programme assistant also works closely with the operations section in the Country Office for programme, finance ad-ministrative and travel-related transactions.

External partners include project implementation partners of the programme team, academic institutions’ professional societies, NGOs, IGOs, libraries and other UN agencies.

Duties and Responsibilities

Under the overall supervision of the Assistant Representative (AR) and the direct supervision of the National Programme Officer for Reproductive Health (NOC), the National UN Volunteer will undertake the following tasks:

1.    Perform programme support activities, as detailed below:

•       Conduct a preliminary review of annual work plans, work plan monitoring tool and FACE forms of UNFPA-supported projects to check on the accuracy of computation and project/fund codes;

•       Organize, arrange, and coordinate various meetings of the Programme Team with staff, implementing partners and other offices;

•       Draft and review routine correspondence and documents and make routine follow-up;

•       Enter workplan information in ATLAS/GPS;

•       Maintain and keep work plans, quarterly work plan monitoring tool, FACE forms and administrative files as well as update records of UNFPA-supported  projects in prescribed format for subsequent use.

2.    Perform routine programme activities, as detailed below:

·         Organize, arrange, coordinate various appointments, meetings, activities with the coordinating, implementing, executing and development partners and fellowships of national/local government officials involved in the projects and make necessary arrangements, including venue, audio-visual equipment in coordination with the Admin Unit;

·         Raise requisition in ATLAS for processing of payments to vendors/suppliers;

·         Prepare travel-related documents of members of the programme team and ensure timely approval of the travel documents;

·         Maintain and keep administrative files, logs, inventories and update records in prescribed format for subsequent use.

3.    Retrieve, research and process information from internal and external sources for brief mission of members of the Programme team in accordance with the instructions received;

4.    Collect data and other information on development or any other subject matter related to the Country Programme for the members of the Programme team’s needs in the preparation and formulation of project proposals;

5.    Prepare background materials, working papers and tables as well as Power point presentations for briefing, review session and meeting;

6.    Perform information dissemination functions like distribution of reports, IEC materials and baseline surveys;

7.    Maintain and keep current registers and control plans on the status of projects at the formulation, implementation and operational stages;

8.    Perform other duties that may be assigned by the Supervisor.

Furthermore, UN Volunteers are required to:

·             Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);

·             Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

·             Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

·             Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

·             Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

·             Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

·         Effective programme support provided to the programme team;

·         Knowledge building and management and logistical support to the programme team provided;

·         A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

Education: 

Completed secondary level education required. First level university degree preferred.

Knowledge and Experience:

·         5 years of relevant office experience in administrative work, of which one year was closely related to support of programme activities;

·         Previous experience in the UN an advantage, and knowledge of protocol;

·         Strong interpersonal and organizational skills;

·         Computer literacy - Word, Excel, Power-point, etc., and good knowledge of Atlas/PeopleSoft;

·         Good writing and communication skills.

Disclaimer

Conditions of Service for national UN Volunteers

A nine-month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of PhP32,333 (amount and currency of payment) is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
