In order to tackle environmental challenges, on 28 September 2009 Indonesia ratified the Stockholm Convention on Persistent Organic Pollutants (POPs). As of 29 March 2016, UNDP and the Ministry of Industry started working on one of obligations under the Stockholm Convention to reduce releases of Polybrominated Diphenyl Ethers (PBDEs), toxic flame retardant, and Dioxin and Furans (PCDD/Fs), Unintentional POPs (UPOPs) by-products in plastic industry. The project will support Indonesia’s plastics industry and recyclers in ensuring that no banned PBDEs are used or recycled into new manufactured articles. While the core objective of the project is reducing releases of harmful chemicals, it brings additional benefits in terms of socio-economic and climate change, as it has two activity areas that are inherently climate beneficial i.e. increased recycling and material efficiency and better waste management. The project is structured into strengthening the national policy and regulatory framework to reduce UPOPs and PBDE releases from plastics manufacturing, recycling and disposal practices, reducing or eliminating the importation and use of PBDE in plastics manufacturing, reducing UPOPs and PBDEs from unsound plastics recycling, reducing releases of UPOPs and PBDEs from unsound plastics disposal practices, and Monitoring, Learning, Adaptive Feedback, Outreach and Evaluation.

This position is primarily under the overall guidance of both NPM and UNDP Programme Officer. 

Duties and Responsibilities

1.Support in coordinating the activities related to the respective project plan.

  • Prepare and submit all officials document and other supporting material;
  • Coordinate and provide supports related to the achievement of each respected work;
  • Ensure continued communications between the project and its national and sub national counterparts;
  • Prepare and submit all official documents and other supporting material, in a timely manner, related to above activities for inclusion into the project information center including but not limited to the following:
  1. Official documents: budget, agreements, regulations, concept notes, policy papers, etc.
  2. Supporting material presentation, white papers, briefings, key resources, etc.

2.  Liaise and coordinate with the project office management team, ensure the strategic direction of the project achievement.

  • Ensure full compliance with the corporate prevailing rules, regulations and policies, implementation of corporate strategies, establishment of targets and achievement of results; 
  • Manage the project operation support by provision of advice on strategies, policies and plans affecting project’s operations based on sufficient business principles;
  • Review project component, develop project resource profiles and timeline. Assess delivery issues and works with national conterparts to build common understanding and coordination on project activities;
  • Ensure proper allocation of resources as well as the day-to-day management based on identified priorities;
  • Effective coordination of M&E of the work stream, results are reported and progress is made;
  • Effective facilitation of coordination among members of the project board through project board meetings, informal and formal communicatons.

3. Provide technical support to the Project Management Unit focusing on achievement of the following results:

  • Provide guidance to implementing partner and serves as focal point for coordination, and expedition of project implementation activities, involving extensive liaison with industrial related stakeholders to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, security compliance, etc.
  • Serve as focal point for coordination and expedition of implementation activities and participates in project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with industrial related stakeholders to initiate requests; prepares standard terms of reference against project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training, authorization of payments, disbursement of funds, procurement of equipment and services, security, etc.
  • Provision of project related to contract strategy including tendering process and evaluation, managing the contract and contractor, legal implications. Oversight of procurement process and logistical services in accordance with prevailing rules and regulations;
  • Assure effective collaboration with project manager on various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.Ensuring  analysis on how  gender is effected differently for different interventions into the project  and conduct proper monitoring of gender  marker  for project  and its indicators 

4. Support strategic partnerships and support to the preparation of resource mobilization with relevant stakeholders focusing on these following results:

  • Establish and monitor updated internal databases related to industrial stakeholders which relevant to the scope of project activities; 
  • Prepare design of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate audit and other reviews;
  • Finalize the publication of report in multiple languages as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project;
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department drafts project summaries, coordinates with editor, translation services, etc;
  • Prepare correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports;
  • Update the progress of implementation on timely reporting documents;

5.Support knowledge building and knowledge sharing focusing on achievement of the following results:

  • Knowledge building and sharing with regards to management and operations in the work stream organization oft he work stream staff training;
  • Synthesis of lessons learned and best practices in project support management including gender analysis and gender mainstreaming;

Required Skills and Experience

Education

  • Bachelor degree in Communications, Engineering, Natural Science, Public Administration, Economics, Political Sciences, Social Sciences or other relevant fields of study.

Experience

  • Minimum 5 years of professional experience, preferably in the field of development for candidates with Bachelor Degree and 7 years for candidates with Diploma Degree.

Language Requirements

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements

  • Demonstrated strong knowledge of UNDP development projects in Indonesia as advantage.
  • Solid experience in leading team to support project administration.
  • Strong knowledge and solid experience in project management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
  • Good inter-personal and team building skills.
  • Full time availability for project management support duties is essential.
  • Solid knowledge on with Government and UN/UNDP procedures will be desirable.
  • Advance computer skills required, knowledge of spreadsheet and database packages
  • Experience in handling of web based management systems would be highly desirable.
