Background

UNDP Country Office - Pakistan invites interested individuals/consultants to apply for Consultant’s Roster: Governance and Reforms Specialists – Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA).

Summary of the Proposed Functions:

To ensure continued support to Governance and Reforms initiatives in FATA and Khyber Pakhtunkhwa, UNDP’s FATA Transition and Recovery Programme (FTRP) invites candidates to send their applications for inclusion in to a Vetted Roster of Indiviual Consultants (IC). The process of including candidates in the IC Roster is described in the later sections of this advertisement.

To be considered for inclusion in the IC roster, applicants should need to have expertise in one of the following areas:

  1. Core Government/Reform Functions;
  2. Inclusive Governance;
  3. Economic Governance.

Duties and Responsibilities

Outputs:

  1. Core Government/Reform Functions

UNDP supports partners in the building of responsive and accountable institutions at all levels of government. This work is central to ensuring that development is both effective and sustainable for citizens. By supporting the Government of Pakistan to deliver quality services, improve accountability and expand the opportunities for inclusive economic and social progress, UNDP builds resilience to crisis and reinforces the dynamic relationship between State and the people, at all levels of society. The required areas of expertise under core government function/output are listed as follows:

  1. Public Administration;
  2. Budgeting, Auditing and Public financial management;
  3. Strategic and Implementation Planning;
  4. Local Government, Urban Governance and Municipal Governance;
  5. Institutional Building and Capacity Development;
  6. Legal analysis and Legislative drafting;
  7. Monitoring and Evaluation;

b. Inclusive Governance

UNDP’s integrated approach to supporting inclusive governance processes aims to harness UNDP’s experience and comparative advantage in supporting and strengthening the capacities of governance processes and institutions to improve citizen participation, voice and accountability and rebuild a stronger and more inclusive social contract. UNDP also facilitates Government-led efforts in reconciliation, social cohesion and peacebuilding. UNDP works collaboratively to support policy development and programmatic approaches to enhance the capacities of key political institutions and groups. The required areas of expertise under Inclusive Governance function/output are listed as follows:

  1. Civic engagement;
  2. Gender equality and gender analysis;
  3. Civic education;
  4. Civil registration;
  5. Youth Empowerment;
  6. Mediation and conflict resolution;
  7. Reconciliation, peace building, and social cohesion.

c. Economic Governance

UNDP advocates for a stronger role for the state and public investment in delivering essential services. This includes assessing the impact of illicit financial flows, legal frameworks for financial regulations, privatization and commercialization on domestic resource mobilization and the delivery of public services in KP and FATA. UNDP contributes to improve the delivery of public services in urban area; including, addressing legislative and local authority challenges, corruption mechanisms and systems to support revenue generation from the informal economy. UNDP also facilitate the governance of natural resources to ensure that the dividends are spread evenly, include key segments of the population, and contribute to economic development and higher social standards. UNDP supports the establishment of frameworks to address systemic vulnerabilities in regional and national oversight of financial systems and the development of effective governance mechanisms to foster public-private partnerships. 

Required key areas of UNDP’s Economic Governance function/output include:

  1. Inclusive economic growth;
  2. Regional Economic Planning and Special economic zones;
  3. Budgetary and economic analysis;
  4. Access to finance, microcredit, and branchless banking;
  5. Governance of natural resources and extractive industries;
  6. Land registration;
  7. Public-Private Partnership;
  8. Taxation and revenue;
  9. Public communication and citizen feedback mechanisms;
  10. Public infrastructure planning and management.

The services to be funded include, but are not limited to, the following:

  • Policy and strategy advice and development;
  • Implementation support services;
  • Project design, formulation and other proeject related funcitons;
  • Capacity development/training;
  • Monitoring and Evalution.

Competencies

All applicants will be initially screened against the minimum requirements indicated above and those meeting the minimum requirements will be longlisted. Candidates can apply for one or more thematic area(s).

Long-listed applicants will be evaluated through a Desk review and/or interview against the following criteria based on evidence in the submitted application:

  • Demonstrated specialised expertise in a minimum of ONE of the three action areas mentioned above 1. Core Government/Reform Functions; 2. Inclusive Governance; 3. Economic Governance.
  • Demonstrated specialised experience (as applicable) in policy and strategy advice and development, implementation support services, project design, formulation & other project related functions, capacity development/training, and monitoring & evaluation aspects required for fulfilling the consultancy successfully.
  • Demonstrable educational qualifications and experience in working with Government, UN or equivalent in KP and FATA on core government/reform functions, inclusive governance; economic governance -related projects for requisite duration (Tier 1, Tier 2, Tier 3)
  • Demonstrated language skills: and ability to write reports, presentations and briefs.

Only those candidates who obtain a total technical score of 70 and above will be included in the roster.
