Background

BACKGROUND

Following many changes in context in Sri Lanka since 2015, and the universal commitment made in September 2015 to ensure the achievement of sustainable development by 2030, United Nations Development Programme (UNDP) embarked on a process of re-defining the alignment and strengthening the design of its access to justice/ rule of law, human rights, Parliamentary support and peacebuilding portfolio.

UNDP from 2017 will support Sri Lanka with innovative programmatic and operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UNDP will work in collaboration with several stakeholders, including government, semi-government, civil society, private sector, UN agency and development partners and through increased engagement with the people of Sri Lanka, on the above mentioned inter-linked and complementary thematic areas of focus, to provide integrated and high quality technical advisory and support services.

Against the above-mentioned backdrop, continuing its support to Sri Lanka National Police Commission (NPC), UNDP Sri Lanka seeks to recruit a Consultant to develop a Communications and Advocacy Strategy and Action Plan as a part of its support to the Commission.

SCOPE AND OBJECTIVES   

The Communications Consultant will develop a Communications and Advocacy Strategy and Action Plan for NPC to enhance and strengthen its outreach and public engagement covering online and offline platforms in line with the mandate and the Strategic Plan of NPC. As a part of the assignment, the consultant may focus on (but not limited to) the following, in consultation with the Secretary of NPC.

  • Identifying means of strengthening and maximizing the use of existing media platforms of NPC;
  • Identifying the communications priorities for NPC, including key messages and target audiences;
  • Effective ways to maximize the outreach of NPC and reach identified target communities;
  • Contribute to identifying new and creative ways to enhance visibility and outreach of work carried out by NPC and its results.

Duties and Responsibilities

RESPONSIBILITIES

The consultant shall be expected to;

i. Review the existing communications and outreach tools and strategies of NPC;

ii. Consult the relevant senior officers and district officers of NPC to assess the requirements on the part of the Commission and assess the priorities in line with the Strategic Plan of NPC;

iii. Assess the current capacity of NPC in communications and outreach in order to determine its capacity to execute the Communications and Outreach strategy;

iv. Draw on internationally successful communication strategies and tools that fit for Sri Lankan contex;

v. The consultant shall be expected to adopt most appropriate, innovative and attractive communication tools and strategy which can be applied to the scope of NPC.

The following deliverables and outputs are expected from the Consultant:

1. An analysis of the existing means of communications and outreach, areas to be strengthened and ways in which the current gaps can be addressed;

2. Proposition of Communications Strategy and Action Plan;

3. Provide a report that consists of deliverable (1) – (2) to the NPC and in cooperation of suggestion;

4. Submission of the final report to the NPC.

TIMEFRAME

The envisaged time frame of the consultancy is three months commencing on 30th November 2017 and ending in 2nd March  2018.

Competencies

CONSULTANT PROFILE    

The prospective consultant should possess the following skills

COMPETENCIES 

a. Technical

  • A general understanding of Governance and the role of NPC;
  • Experience in assignments of similar capacity;
  • Strong understanding on executing communication tools and strategies;
  • Knowledge in the use of electronic, print media and social media for effective advocacy and outreach;
  •  Keeping abreast of current trends in the field of communication;
  • Ability to identify and cater the means of communication based on the specific target audience and the type of information;
  • Excellent knowledge of English and Sinhala both oral and written, is a necessary requirement;
  • Experience at the national or international level in public relations, communications or advocacy would be desirable but not a requirement.

b. Partnerships

  • Maturity and confidence in dealing with senior members of national institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent coordination skills and result oriented collaboration with stakeholders.

c. Results

  • Promotes the vision, mission, and strategic goals of UNDP and NPC;
  • Builds strong relationships with relevant stakeholders, focuses on impact and result and responds positively to feedback;
  • Good team player who has ability to maintain good relationships.

Required Skills and Experience

QUALIFICATIONS

  • Master’s degree in mass media, sociology, journalism or related area or a Bachelors’ degree or equivalent qualification in mass media or communications;
  •  A minimum of 7-10 years of experience with a proven professional record in the field of media and communication.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

PAYMENT FOR SERVICES

Payment Milestones will be as follows:

1 - 30% upon successful completion of deliverable (2);

2 - 40% upon successful completion of deliverable (3);

3 - 30% upon successful completion of deliverable (4).
