Background

The United National Development Programme (UNDP) with GEF assistance as a donor fund has been implementing a regional Full-sized Project (FSP) in four non-Article 5 countries with economies in transition (CEITs) in Europe and Central Asia. The project was intended to assist these countries (Belarus, Tajikistan, Ukraine and Uzbekistan) in maintaining or, where applicable, attaining compliance, with their Montreal Protocol obligations for HCFC phase out under GEF-4 Strategic HCFC phase-out Programmes to reach 2013-2017 HCFC phase-out targets, particularly noting the accelerated HCFC phase out requirements adopted by MOP 19.

Resulting from this FSP “Initial Implementation of Accelerated HCFC Phase-out in the CEIT Region project”, UNDP/GEF assisted Belarus, Tajikistan, Uzbekistan and Ukraine in implementation of adopted HCFC phase-out strategies, including improvement of national ODS Phase-out legislations, addressed capacity development and investment assistance for ODS users, as well as demonstration of an alternative and energy efficient technologies using natural ODS-free and Low GWP refrigerants. Started establishment of ODS re-use systems to reduce dependence on imported ODS during the transition to non-ODS technologies, and ODS waste management systems, which provided implementation of country specific measures and activities needed for the partner countries to stay in compliance with the Montreal Protocol’s obligations.

As a follow-up stage, and to help Uzbekistan reach 2020 phase-out targets and complete its HCFC phase-out strategy, UNDP is initiating new UNDP-GEF Project “Complete HCFC Phase-out in Uzbekistan through Promotion of zero ODS and low GWP Energy Efficient Technologies” and development of the relevant Project Document to formulate technical assistance and reinforcing  achievements of Uzbekistan in this area. The new Project Document should include technical assistance for strengthening national capacity in the process of total phase-out of ozone-depleting substances, and transition to non-ODS and low GWP technologies, institutional regulatory components and, further improvement of the national capacity on ODS re-use and ODS waste management. Then, the Project Document will be submitted for the consideration of the GEF.

Duties and Responsibilities

Under the direct supervision of the Head of Sustainable Development Cluster of UNDP Uzbekistan and UNDP Regional Technical Advisor based in Istanbul, Turkey, the Project Development Specialist will be the GEF PPG Team Leader and will be responsible for quality assurance and timely preparation of all reports and documentation, including the finalized UNDP Project Document (ProDoc) and CEO Endorsement Request, with all mandatory Annexes and supporting documentation. S/he will be responsible for managing all consultants on the GEF PPG Team, and coordinating the Team’s work.

Scope of work

  • Management of the GEF PPG Team
    • Define and submit a detailed methodology and work plan in consultation with the other consultants with clear delegation of responsibilities for the National Consultants (NCs);
    • Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements; and
    • Verify and ensure that all project components are technically sound and cost effective.
  • Preparatory Technical Studies and Reviews (Component A): With inputs from other national consultants, as detailed in their respective TORs:
    • Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices;
    • Oversee the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    • Ensure the preparation of the gender analysis and ensure its findings are meaningfully integrated into the project’s strategy, theory of change and results framework;
    • Ensure action points, including risk assessments, from the UNDP Social and Environmental Screening Procedure (SESP) at the PIF stage (“pre-screening”) are fully implemented during the PPG, and update that screening in an iterative fashion throughout the PPG, as appropriate;
    • Conduct the identification of the project sites, with documentation of selection criteria;
    • Oversee the consultations with partners regarding financial planning; and
    • Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.
  • Formulation of the ProDoc, CEO Endorsement Request and Mandatory Annexes (Component B): With inputs from other national consultants, as detailed in their respective TORs, and based on international best practice:
    • Develop, present and articulate the project’s theory of change;
    • Develop the Results Framework in line with UNDP-GEF policy;
    • Develop a detailed Monitoring and Evaluation Plan and Budget;
    • Oversee and ensure the preparation of a Stakeholder Engagement Plan;
    • Oversee and ensure the preparation of a Gender Action Plan and Budget;
    • Update the SESP based on assessments undertaken in the Component A, and ensure the development of environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP;
    • Prepare the required GEF tracking tool(s);
    • Secure and present agreements on project management arrangements;
    • Ensure the completion of the required official endorsement letters; and
    • Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory Annexes, using the required templates
  • Validation Workshop (Component C):
    • Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory annexes, with a special focus on the SESP and any management plans; and
    • Oversee all necessary revisions that arise during the workshop.
    • Ensure completion of Validation Workshop Report.
  • Final Deliverables:
    • Consolidation of all technical and consultation inputs into a well written and concise UNDP ProDoc with all required sections and Annexes, in line with the standard UNDP-GEF ProDoc template and annotated guidance;
    • Completion of the GEF CEO Endorsement Request;
    • All documentation from GEF PPG (including technical reports, etc.); and
    • Validation Workshop Report.

Deliverables:

Detailed work plan, including the outlining of the approach, missions planning, stakeholder’s consultations, etc. (within 1 week of signing the contract). Timeframe: Not later then 20 November 2017

Draft UNDP Project Document, Project Results Framework, and Request for CEO Endorsement and GEF Tracking Tool etc. Timeframe: Not later then 15 January 2018

Final UNDP Project Document, Project Results Framework, and Request for CEO Endorsement and GEF Tracking Tool fully compliant with the enforced GEF rules and standards, cleared by the Regional Technical Advisor and fully compliant with the enforced GEF rules and standards and its submission to GEF Secretariat which includes assistance to UNDP with response to any GEF Secretariat comments. Timeframe: Not later then 30 March 2018

Payment Conditions:

An International Consultant shall receive payment in four (4) instalments from UNDP as follows:

  • 20% - upon preparation and acceptance of the work plan and methodology outlining approach, stakeholders, policies and materials including contribution to the design of consultations, agenda and guiding questions for the stakeholder meetings to design and validate the project proposal;
  • 30% - upon undertaking an in-country mission and consultations with the stakeholders to design and validate the project proposal;
  • 20% - upon preparation and acceptance of the draft UNDP Project Document, Project Results Framework, GEF Tracking Tool and Request for CEO Endorsement;
  • 30% - upon clearance by Regional Technical Advisor of the project documentation fully compliant with the enforced GEF rules and standards and its submission to GEF Secretariat, which includes assistance to UNDP with response to any GEF Sec comments.

Competencies

  • Skills in facilitation and development of multi-stakeholder workshops and broad-based consultative processes/ programmes/project documents on zero ODS low GWP energy efficient technologies, climate change mitigation and/or any other environment related discipline;
  • An independent, reliable, responsible self-motivator, able to work under pressure and focus on results;
  • Excellent communication, team-building and diplomatic skills to develop partnerships
  • Ability to work in close collaboration with a group of national and international experts, to meet strict deadlines and plan the work according to priorities;
  • Ability to use information and communication technologies as tools and resources.
  • Familiarity with UNDP/GEF programming policies, templates and requirements for MSP.

Required Skills and Experience

Education:

  • Postgraduate or other advanced university degree in the fields of zero ODS, low GWP, energy efficient technologies, climate mitigation or other relevant fields.

Experience:

  • At least 10 years of demonstrated working experience in the field of zero ODS, low GWP, energy efficient technologies with design and assessment of programmes/projects, and at least 5 years of working experience in a similar professional role (i.e. technical advisor and/or expert);
  • Knowledge and practical experience in the political, social and environmental factors and issues related to zero ODS, low GWP, energy efficient technologies, climate change mitigation and/or low-carbon development in Central Asia, preferably in Uzbekistan;
  • Deep knowledge of Montreal Protocol related sphere and its associated Policies and Agreements is desirable;
  • Deep knowledge of international legal and regulatory related to environment protection and ODSs phase-out, knowledge of relevant international policies/strategies in this area as well as safety standards on ODS-free and low GWP alternatives is an advantage.

Language Requirements:

  • Fluency in English with demonstrated excellent analytical and drafting skills; knowledge of written and spoken local language (preferably Russian) is an advantage.

Financial Proposal:

The financial proposal shall specify a total lump sum amount. Payment will be made in lump sum in two installments upon completion of the tasks/works indicated in the present TOR and their acceptance by the Supervisor as well as submission of payment documents (PEF, CFP etc.). In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation of the offers will be arranged according to Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: (70%).Financial Criteria weight: (30%).
