Background

On 16 September 2010, Liberia was formally placed on the agenda of the UN Peacebuilding Commission (PBC), thus becoming the fifth country to be engaged with the PBC. Being engaged with the PBC, Liberia is transitioning from immediate and rapid peacebuilding intervention to medium-and-long-term peace consolidation and national development. Under the present configuration, the PBF Secretarait based based at UNDP , will support the Joint Steering Committee (JSC) and exisiting machanisms in overseeing the management and implementation of the peacebuilding funds and help ensure the commitments of the PBC are achieved. In line with the criteria for the implementation of the PBF at the country-level, a Joint Steering Committee was established to oversee the management and implementation of the funds.

PBF’s support is in line with the UN in Liberia’s One Programme, which is aligned to the priorities articulated in the Government of Liberia’s National Vision 2030 and the Agenda for Transformation, the Government’s medium term strategic planning framework as well as the Liberia Peacebuilding Plan. A key priority for the PBF is to support the promotion of Peace and stability to avoid countries relapsing into conflict after years of peace. Protecting the gains of the past 14 years, on request of the United Nation Security Council, the Liberia Government, Civil Society Organizations and the UN developed a Peacebuilding Plan outlining sustaining peace priorities that will be critical to ensuring that the trajectory of sustaining peace is consolidated and advanced following the departure of the UN peacekeeping mission – UNMIL in 2018 and incoming new administration in January 2018. The Liberia peace building plan (2017) outlines the current context of fragility by demonstrating the extent to which the root causes of the country’s 14-year civil war remain unaddressed. Notwithstanding the many gains, public institutional reforms are urgently required, with an emphasis on the effective implementation of the national legislative agenda, strengthening of the Rule of Law, ensuring peaceful, free and fair elections as well as addressing residual potential conflict triggers, including land disputes, corruption, boundary disputes and concession-related tensions. In light of the peacebuilding plan, PBF is supporting the transition phase focusing on the promotion of cross boarder-cooperation; enhancing youth participation in the 2017 elections; continuing support to Human Rights engagement; promoting national reconciliation through conflict sensitive management of concession related conflicts; and  enhancing the justice and security sector through community policing/ informal justice provisioning/ reducing pre trail detention as well as promoting gender and youth initiatives.

In this regard, the Peacebuilding Support Office (PBSO) has allocated 10 million US Dollars to support the implementation of peacebuilding prioritized areas. Hence, the importance for showcasing results cannot be overemphasized; with the need for a more cost-effective implementation, monitoring and evaluation as well as a speedier and simpler narrative reporting. Given the significance of results based reporting, there is a need to fill the post of a M&E Analyst for compliance monitoring and reporting and overall contribution to the establishment of an enhanced and sound monitoring and evaluation system framework of peacebuilding programme

Under the guidance of the PBF Secretariat Coordinator, the incumbent will be responsible for facilitating strategic programme planning, ensuring that all the PBF projects are operating with full compliance to PBF’s guidelines including M&E requirments and UNDP’s rules and regulations as well as ensuring full mainstreaming of M&E in all projects, and ensuring timely evaluations. He/she will also ensure compliance with the programming tools such as results based management among others.   

Duties and Responsibilities

Under the guidance and supervision of the PBF Coordinator, the Monitoring and Evaluation Analyst is responsible to:

Ensure effective application of PBF’s guidelines, and monitoring achievement of results using PBF M&E reporting system including application of UNDP mechanisms;

  • Monitor and report to ensure that donor’ resources are achieving the desire outcomes.
  • Design and ensure the implementation of an M&E system in line with the applicable policies and ensures the effective management of the monitoring and evaluation processes;
  • Facilitate programme strategic planning with partners in relation to UN Liberia’s One Programme and priorities articulated in the Government of Liberia’s National Vision 2030 and the Agenda for Transformation, the Government’s medium term strategic planning framework as well as the Liberia Peacebuilding Plan
  • Responsibility for promotion of evaluation standards, quality assurance/control and capacity development within the programme.
  • Ensure Effective coordination of external evaluations of PBF Portfolio.

Providing support to the design, monitoring and reporting on projects under the PBF

  • Provide technical support to develop project proposals under PBF support;.
  • Help project teams conduct baseline surveys where appropriate, using logical frameworks with SMART indicators that will help track progress towards implementation.
  • Document, communicate and ensure follow-up on the PBF JSC’s decisions with those submitting reports on the Joint Programmes.
  • Create and maintain an overview of implementing partners, Joint Programmes, and ongoing projects.
  • Liaise with project teams for submission of quarterly and annual reports and assist in developing and executing monitoring plans.
  • Provide quality assurance and consolidate draft reports submitted by project teams/partners, as well as findings from monitoring and field visits for submission to the JSC.
  • Qualify and upload quarterly/annual reports from project teams on the Multi-Partner Trust Fund (MPTF) Office Gateway.
  • Work closely with project field coordinators to enhance performance to have the JSC and New Yorregularly updated
  • Help identify problems that may arise in relation to project delivery and management and advise the JSC through the line manager on appropriate action; and report back on progress or the lack thereof.
  • Review reports and status updates to provide guidance to PBF/UNDP/JSC.
  • Track the implementation of projects and make recommendations for improvement as necessary.

Monitoring and evaluation of projects under PBF support

  • Support qualitative assessments/perception surveys of specific projects, including support to survey design, data collection, entry and analysis. 
  • Organization and conduct M&E training M&E for implementing partners.
  • Support the work of independent evaluation experts who will design and implement evaluations of PBF projects
  • Help facilitate any evaluations of the PBF portfolio.
  • Review along with programme staff financial reports from project teams – and bring to the attention of the Project Coordinator/Programme Manager issue(s) that may require redress or action.
  • Support national communications initiatives regarding activities of the peacebuilding and conflict management as needed.
  • Perform any other related tasks as directed by the PBF Coordinator/Programme Manager.

  • Technological skills: Good computer skills, including database development and management, SPSS as well as proficiency in word processing, spreadsheets and presentation software, e.g. PowerPoint.

Required Skills and Experience

Education:

Master’s Degree or equivalent in Statistics, Demography, Development Planning, Social Sciences or related field

Experience:  

  • At least 5 years of relevant working experience

  • Proven exposure/experience in overseeing PME and data collection processes

  • Proven exposure/experience in peacebuilding, national reconciliation, capacity building, access to justice, and security, youth and gender programming, advocacy and/or human rights

  • Extensive knowledge of M&E methodologies, including quantitative and qualitative data collection, processing and analysis;

  • Excellent knowledge of UN/UNDP rules, regulations and procedures

  • Experience of working with government authorities as well as with civil society organisations, professional unions and academic institutions

  • Knowledge of resource mobilisation processes of multilateral and bilateral donors, combined with experience in project/programme development and fund raising

Language Requirements: 

  • Fluency in English, including excellent writing skills.
