Background

UNDP’s Strategic Plan (2014-2017) recognizes the importance of preparedness, response, early recovery and the management of the risk cycle as fundamental for development. The objective of the Crisis Response Unit is to ensure that UNDP is well positioned to respond in the timeliest and most effective manner to crisis, triggered by natural disasters or armed conflicts alike. CRU is also the leading entity on emergency preparedness enhancement, including through early warning and risk management. 

CRU’s role includes guiding the organization’s corporate preparedness for crisis response, which encompasses corporate early warning capacities.  With growing emphasis placed on understanding and managing risks – whether they pertain to conflict, natural hazards, or economic shocks, more effective tracking of risks by UNDP is critical for the organization to engage in more informed risk management practices that strengthen preparedness in relation to crises and, in turn, strengthen resilience.

CRU provides early warning support to the organization’s capacities at HQ and to Country Offices (COs) to address their needs in crisis risk analysis, adaptation and early action.  In support of CRU’s engagement on early warning, CRU’s Rapid Response and Preparedness Team is seeking a dashboard graphic designer and developer to support the organization's need to present and communicate information effectively in support of the organization’s early warning capacities, specifically in the design and development of Tableau dashboards. The graphic designer/developer will be responsible for the design and development of interactive dashboards and associated infographics that are graphically appealing, and that present complex information in a coherent and compelling manner.

Under the direct supervision of the Early Warning Programme Specialist, the dashboard graphic designer and developer will be based in New York Headquarters for the duration of the contract.

Duties and Responsibilities

Duties and responsibilities 

• Using Tableau software to generate impactful, user-friendly interactive dashboard visualizations.

• Analyzing the use of data and interpreting data directly in Tableau visualization against requirements.

• Gathering, documenting, and designing data integration and data visualization requirements for crisis risk and situation monitoring projects.

• Regularly demonstrating and implementing the numerous capabilities of Tableau Desktop, such as multisource dashboards, data blending, table calculations, advanced calculated fields, etc. 

Deliverables 

• Design and develop at least five Crisis Risk Dashboard Tableau multi-page platforms, including graphic design, layouts, icon development, dashboard core functionality. Due date: 8 February 2018.

• Design and develop ten Tableau page concepts (in online access and hardcopy formats) for country- and issue-specific CRD visualizations. Due date: 23 January 2018.

• Standard presentation slide deck highlighting the Crisis Risk Dashboard features and functionalities. Due date: 8 January 2018.

Required Skills and Experience

Education:

• University degree (or equivalent qualification) in graphic design, web development, or related.

Experience:

Demonstrated skills in data visualization and Tableau dashboard development, including: 

• At least 5 years of reputable graphic design and dashboard development experience of similar initiatives.

• Minimum 2 years in-depth and proven experience in the development of dashboards using Tableau software (Tableau Desktop); additional experience in graphic design and data visualization using products such as Adobe Illustrator, D3.js, Qlik, MS Power BI, is also valued.

• Working experience in developing graphically designed products for UNDP or other organizations from the UN system.

• Experience using Tableau technology to present the data with graphical components and charts for non-technical users. 

• Strong analytical skills; ability to analyze raw data, draw conclusions, and understand how best to visualize

• Ability to quickly understand business requirements and use Tableau technology to provide data driven insights into the clients business.

• Demonstrated commitment to providing client focused BI and visualization services.

• Experience with variety of database platforms and technologies, ETL, and experience with connectors to Web based APIs, data warehouse cubes and other data sources is highly valued.

• Enterprise and application level data profiling, architecture, modeling, and analysis skills is highly valued.

• Experience working in a fast-paced environment managing and meeting multiple deadlines and priorities.

Language: 

• Fluency in English, both oral and written, is required.

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Links to relevant sample work products available online, including interactive dashboard design, graphic design products, etc.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

• Reputable graphic design and dashboard development experience of similar initiatives. (Maximum Points: 150)• Proven experience in the development of dashboards using Tableau software (Tableau Desktop); additional experience in graphic design and data visualization using products such as Adobe Illustrator, D3.js, Qlik, MS Power BI, is also valued. (Maximum Points: 150)• Working experience in developing graphically designed products for UNDP or other organizations from the UN system. (Maximum Points: 25)• Experience using Tableau technology to present the data with graphical components and charts for non-technical users. (Maximum Points: 50)• Experience with variety of database platforms and technologies, ETL, and experience with connectors to Web based APIs, data warehouse cubes and other data sources is highly valued. (Maximum Points: 50)• Knowledge in Enterprise and application level data profiling, architecture, modeling, and analysis skills. (Maximum Points: 25)• Interview (Maximum Points: 250)

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The consultant will work under the guidance and direct supervision of Early Warning Programme Specialist and will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager. 

The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
