OBJECTIVES OF THE PROGRAMME

To achieve in a manner that is both timely and high-impact, the control of communicable diseases throughout the region, through the delivery of programs and technical support that target the reduction of the morbidity and mortality of such diseases. The programme will respond to the needs of the region through ground level surveillance, monitoring and evaluation; consistent efforts to provide access to the highest levels of prevention, treatment and care; and a comprehensive approach to advocacy, communication and involvement that results in the committed partnership of all stakeholders.

 

Stop TB and Leprosy Elimination (STB)\:

To expand the implementation of the Stop TB strategy and strengthen disease control by\: applying effective strategies and policies, including those related to co-infection and multi-drug resistance; increasing the involvement of communities, health-care providers, nongovernmental organizations and corporate partners, through increased country support and strong partnerships; and to strengthen surveillance, monitoring and evaluation.

DESCRIPTION OF DUTIES

In close collaboration with the Ministry of Health and under the direct supervision of the WHO Representative in Solomon Islands and technical backstopping from WHO South Pacific and Regional colleagues, the incumbent will perform the following duties and functions\:

1.  Provide technical support to the Ministry of Health and provincial health authorities with the aim of strengthening the national capacity for control of tuberculosis and leprosy as well as strengthening health system;

2.  Assist the Government of Solomon Islands in the preparation of comprehensive plans for implementation of the End TB Strategy, including providing technical assistance to planning for and implementing, monitoring and evaluating Global Fund-supported activities;

3.  Assist the Ministry of Health in the development of technical guidelines, training materials and implementation tools for tuberculosis control in line with international guidelines and best practices as well as the introduction of new diagnostic tools;

4.  Assist the national and provincial governments to introduce and scale-up Multi Drug-Resistant TB activities and TB/HIV collaborative activities, including design and implementation of surveillance, training, monitoring and supervision;

5.  Work with the national tuberculosis programme to organize, conduct and evaluate training on control of tuberculosis, leprosy and health system strengthening in collaboration with partners and other WHO colleagues;

 
6.  Provide support to strengthening the management capacity of the tuberculosis programme at national and subnational levels, including the strengthening of supervision and implementing quality assurance programmes;

7.  Assist in the implementation, reporting, monitoring and evaluation of the national tuberculosis programme, including activities supported by the Global Fund;

8.  Collaborate with the Ministry of Health, the international agencies and other partners in the estimation, tender procedures, procurement, distribution and quality assurance of anti-tuberculosis medicines, laboratory commodities and supplies, etc.;

9.  Work with the national tuberculosis programme to promote and expand the partnerships for TB control, including the involvement of local partners (e.g., faith-based organization, youth organization, other MOH programs and private sector) based on End TB strategy;

10.  Advise the Ministry of Health on operational research needs and assist to implement operational research as required;

11.  Provide support to identifying and implementing cross-cutting activities, that strengthens the TB control programme and related health systems elements, in particular the integration of laboratory and surveillance activities;

12.  Perform other duties as required.
 
 
REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medicine from a recognized university with a post graduate qualification in public health.
Desirable\:  Training in TB control

Experience

Essential\: Minimum of 7 years of relevant work experience including experience at international level and experience in planning and implementing TB programmes at national and sub national levels in developing countries.
Desirable\: Experience in providing technical support in implementing Global Fund grants.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2844 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
