Impact Assessment Officer

OBJECTIVES OF THE PROGRAMME

Unitaid is a multilateral partnership hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis and malaria in developing countries. It catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

The role of the Impact Assessment Officer is to\:

Provide technical support and advice to Portfolio teams and grantees of Unitaid grants in the process of producing high-quality impact assessments and Value for Money assessments, including\:

- Defining and modeling the potential impact of future investment opportunities (e.g. using methods such as Theory of Change development, cost-benefit or cost-effectiveness analysis); where relevant leading specific activities with internal and external partners (e.g. academic and subject matter experts).

- Analysis of impact estimates, triangulation with other sources, ad hoc analyses and benchmarks for the review of funding proposals vis a vis their impact and value for money.

- Supporting the finalization of grant packages, e.g. advising proponents on impact evaluation methodology, aligning with Monitoring and Evaluation on the best measures of impact to measure in grant log frames, and quality assuring the final packages in advance of Senior Management and Executive Board review.

- Providing technical input to the annual, mid-term, and final review of grant performance; including engagement with external evaluators.

- Developing and encouraging use of standard approaches to impact and Value for Money assessment, which can be used by colleagues from other Secretariat teams.

- Assisting with the preparation of a number of reports\: Annual report, Key Performance Indicator Report, and Unitaid Board and Board committee reports.

- Working with portfolio teams to regularly monitor and assess progress of grants.

- Produce routine analyses on impact and Value for Money for senior management.

- Perform any other duties relevant to the functioning of the Results team.

REQUIRED QUALIFICATIONS

Education

Essential\: First level University degree in a numerate discipline, business, statistics, or public health.
Desirable\: Advanced university degree (Masters level or above) in social sciences or numerate discipline.

Experience

Essential\: At least two years of experience at national and/or international level in economic analysis, health economics, or public health analysis. Knowledge and experience of developing fit-for-purpose impact assessments and modeling. Experience in development of technical and analytical documents for different audiences.
Desirable\:  Experience in global health or health care. Knowledge and application of economics principles (in particular health economics).

Skills

Excellent analytical and problem solving skills. For example, using statistical packages (e.g. STATA, SAS, r), and MS EXCEL. Strong impact assessment skills, e.g. undertaking cost-benefit, cost-effectiveness and general policy analysis in the context of public health. Good project management skills. Working knowledge of the Logical Framework Approach to project planning, including ability to set measurable indicators for project monitoring. Knowledge of public health. Specific knowledge in the area of communicable diseases including HIV, TB and malaria in a low income country setting would be an asset. Excellent team working skills. Good understanding of health products (e.g. medicines, diagnostics) and markets for HIV, TB, and malaria desirable (e.g. pharmaceutical industry market dynamics). Excellent written and oral communication skills, e.g. demonstrated skill in presenting technical information to groups of people with diverse backgrounds.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,026 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3272 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
