Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes vol-unteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volun-teer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobiliz-ing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in vari-ous forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
UNHCR operates in Abkhazia in supporting the local integration of some 50,000 IDP returnees and provision of protection and support to some 650 persons in refugee like situation. It has a main office in Gali and a field unit in Sukhumi with a total number of 9 staff members.The national UNV will be based in Field Office Gali. S/he will be involved in activities related to conducting needs assessments, protection monitoring, cash based intervention as well as managing information and reporting. 

Duties and Responsibilities

Under the direct supervision of the Head of Office, the national UN Volunteer will un-dertake the following tasks:
  • Receives individuals during reception hours  and provides necessary consultations at the Field Office;
  • Conducts home visits and assesses the needs of the most vulnerable; 
  • Conducts cash-based interventions (CBI) impact monitoring in the field and by phone; 
  • Enters data collected during the reception hours, home visits and CBI impact moni-toring and produces data analysis; 
  • Prepares relevant documents for CBI commission’s meetings and minutes the dis-cussions; 
  • Conducts protection monitoring activities and drafts reports based on monitoring results; 
  • Based on the request of the Head of Office, will perform other tasks.   
Furthermore, UN Volunteers are required to: 
  • Strengthen their knowledge and understanding of the concept of volunteerism by read-ing relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:
  • Around 150 individuals benefit from consultations on their needs; 
  • The needs of 150 most vulnerable returnee families/individuals will be assessed and assisted through CBI interventions;
  • The impact of the CBI will be assessed, collected information managed, analyzed and inputs provided for a minimum of five reports per year;
  • Substantive contributions are made to bimonthly protection monitoring reports;   
  • A network of volunteers will be established among the returnee population in the villages, who will share information on specific cases in need of protection and assistance, and fol-low up with relevant stakeholders.

Competencies

  • Strong communication skills;
  • Experience of working with communities in humanitarian or development contexts;
  • Ability to work in multi-cultural team;
  • Excellent drafting skills in English language as well as translation and interpreting skills;
  • Computer skills, Microsoft Office (Word, Excel).
