Head of Project "Disaster Risk Reduction in fragil rural areas" in North Korea (m/f)

in Pyongyang

The position is to be filled as soon as possible, with an initial contract duration until September 30, 2019. There are good prospects for an extension. The place of work will be Pyongyang, North Korea. Taking the security situation into account, travel for work will be required.

The project supports the Disaster Risk Reduction development in the North Pyongan Province by aiming at the improvement of existing Sloping Land Technologies and river embankments supporting local sloping land user groups.

The aims of the position are to manage and implement programmes and projects on the basis of specific directives in terms of content, schedule and budget. The project is carried out in accordance with Welthungerhilfe standards and the directives/provisions of the co-financer.

The Head of Project is responsible for the operative implementation of the project and the appropriate use of funds. He/she is responsible for coordination, planning and implementation, correctly and duly reporting to Welthungerhilfe's regional office.

Your responsibilities

  • Carry out the project according to the co-financing agreement and Welthungerhilfe's standards 
  • Modify and continue project planning and project budget
  • Correctly and duly completing of end-of-month accounts and regular petty cash controls
  • Project procurement according to the approved procurement budget
  • When purchases are made locally, observe internal or external procurement directives
  • Responsible for the financial report (final report)
  • Prepare and/or examine distribution reports
  • Prepare status reports according to Welthungerhilfe standards or the rules of donors
  • Bring the project to an orderly conclusion
  • Assure security of expatriate staff and national staff involved in the project and for the implementation of the security plan

Your profile

  • A university or polytechnic degree in the field of agricultural science, rural development or comparable qualification
  • At least 3-5 years of professional experience outside Europe and technical knowledge and experience in soil and land management, nursery management, construction and maintenance of check dams, river embarquements, civil- and bio engineering
  • Excellent project management skills and experience
  • Coordination and organisation skills
  • High level of diplomatic sensitivity, good listener, patience, understanding of the particular North Korean context
  • Ability to work with a solution-oriented attitude in very stressful or conflict-ridden situations and cope with high-level of external pressure and control, in an arbitrary environment
  • Good level of English, knowledge of German is essential
