Background

In line with the 12th National Economic and Social Development Plan (2017-2021) and the Country’s 20 Year Strategy, the Country Programme Document of UNDP Thailand (2017-2021) gives emphasis on supporting the Royal Thai Government (RTG) to find innovative solutions on sustainable development pathways, with particular focus on two key areas: (1) Climate Change and risk-informed development and Natural Resources and Environmental Management (SDGs 7, 11,13,14,15); and (2) Sustainable Consumption and Production (SDG 12).

Built on the work UNDP Thailand has been undertaken in the last 5 years on economic incentives for conservation and community empowerment; and on consultations with national counterparts, there is a potential to develop an initiative which will demonstrate integrated and innovative solutions to sustainable development that address the above-mentioned priorities an area-based approach and with private sector partnership. The demonstration will serve as a prototype for the RTG to scale up and apply to other areas in different development context.

Koh Tao, an island in the Gulf of Thailand in the southern province of Chumporn, is selected based on the extensive groundwork done in the Biodiversity Finance Initiative (BIOFIN) Thailand as well as other parallel initiatives of local groups and national counterparts, on the island’s geographical and natural resources profile, socio-economic context, development challenges, awareness mobilizing and capacity building of local stakeholders to engage in natural resources and environmental management for the sustainability of Koh Tao.

The proposal will constitute interventions on (but not limited to) payments for ecosystem services from the tourism sector, waste management – including food waste, renewable energy and energy efficiency, and resilience building.

Duties and Responsibilities

Objective and Scope of Work

 This TOR is for developing a short proposal on “Integrated Solutions for Sustainable Development of Koh Tao Island.”  The work will include a situation analysis to identify barriers and potentials, fleshing out key areas of intervention, developing an initial results and resources framework, and stakeholders’ engagement strategy, for resource mobilization with potential donors and private sector partners.

Scope of work:

 The consultant will be responsible for developing of a concept note (2 pages maximum) with an accompanying power point presentation to be used for initial pitching to potential donors; and a short proposal (6 pages maximum).

Key duties and responsibilities included:

Desk review:

  • Review background documents provided by UNDP Thailand
  • Review other related documents for situation analysis
  • Outline of Concept Note for discussion with UNDP Thailand in the Orientation Meeting

Orientation Meeting with UNDP:

  • Present the concept note outline and get a briefing on initial ideas for the proposal, existing works related to the proposal
  • Agree on mission schedule and stakeholders to be met in Koh Tao

Sensitize Mission:

  • Consultations with key stakeholders to verify the concept note outline

Writing-up:

  • Write up the final concept note and prepare the power point presentation and submit to UNDP Thailand for consideration and approval;
  • Write up the final short proposal and prepare the power point presentation to present to UNDP Thailand at the debriefing and final presentation meeting

Debriefing and finalizing the proposal:

  • Present the final short proposal to UNDP Thailand
  • Revise and complete the final proposal with the power point presentation and necessary annexes per the comments from UNDP Thailand

Expected Outputs and Deliverables

The consultant is expected to deliver the followings:

  • By 21 November 2017: Concept note (2 pager maximum) with Power Point presentation
  • By 30 November 2017: Final short proposal (6 pager maximum) with Power Point presentation and annexes (reference/ background info on situation analysis, summary of stakeholders’ consultations, any other related documents). The short proposal shall consist of:
  1. Situation Analysis, identifying barriers and potentials
  2. Strategy and Key Areas of Interventions
  3. Initial Results and Resources Framework
  4. Stakeholders Engagement Strategy
  5. List of suggested potential donors and private sector partnership

Institutional Arrangement

The Consultant will report to the Deputy Resident Representative of UNDP Thailand

Duration of the Assignment

The assignment is for 10 working days, during the period of 13 November- 10 December 2017, including a 3-day trip to Koh Tao.

Duty Station

The Consultant will be home-based, with requirement to be at the UNDP Thailand premises for the orientation and debriefing meetings.

Required Skills and Experience

Requirements for Experience and Qualifications:

The consultant should possess the following expertise and qualification:

  • Advanced university degree in resource economics, natural resources management, environmental sciences, political science, and/ or other fields relevant to sustainable development.
  • At least 5 years of work experience in proposal/ project design, development and result based management for international development organisations.
  • At least 2 years of work experience with private sector, preferably in CSR related field
  • Fluency in written and spoken English is essential.
  • Willingness to contribute and work as part of a team.
  • Flexible and open to learning and new experiences.
  • Respect for diversity and adaptability to other cultures, environments and living conditions
  • Fully proficient computer skills in standard software applications.

Documents to be Included when Submitting the Proposals: 

Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability and Financial Proposal using the template provided by UNDP in Annex III Note: National consultants must quote prices in Thai Baht;
  • Personal CV or P11, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate;
  • A brief outline of ideas and approach to conduct the assignment.

Incomplete proposals may not be considered. The shortlisted candidates may be contacted and only the successful candidate will be notified.

Financial Proposal:

Consultant must send a financial proposal based on lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

  • 15% payment of the total contract value upon the submission and approval of the Concept note (2 pager maximum) with Power Point presentation
  • 85%  payment of the total contract value upon the submission and approval of the Final short proposal (6 pager maximum) with Power Point presentation and annexes (reference/ background info on situation analysis, summary of stakeholders’ consultations, any other related documents).

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Criteria for Selection of the Best Offer

Individual consultants will be evaluated based on the cumulative analysis. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
