Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

The International Organization for Migration (IOM) is providing a comprehensive, multi-sector humanitarian response in South Sudan. The aim of the humanitarian response is to provide lifesaving humanitarian assistance to vulnerable and conflict-affected people in South Sudan, in coordination with other humanitarian response partners. IOM’s humanitarian response in South Sudan comprises, Camp Coordination and Camp Management (CCCM), Displacement Tracking Matrix (DTM), Health, Shelter-NFI, Mental Health and Psychosocial Support (MHPSS) and Water, Sanitation and Hygiene Promotion (WASH).

M&E activities – each unit is at different stages of this process.

IOM South Sudan would like to conduct a review of existing monitoring and data collection tools for each unit and at the overarching level. IOM South Sudan would like to develop a list of standardised indicators for each unit (Outcome and Output), and at the overarching levels (Outcomes and Objectives). IOM South Sudan would like to develop review and improve existing tools, in particular at the Outcome and Objective level.

Core Functions / Responsibilities:

Objective

The aim of this consultancy is develop a comprehensive Results Based M&E framework for IOM South Sudan’s humanitarian response, as well as for individual units. The consultancy will identify and make recommendations to improve and strengthen M&E within IOM South Sudan. The M&E framework should include recommendations of how to measure impact at the project, thematic unit and programme level, which is in line with national (including Cluster) approaches and best practices.

The proposed activities of the consultant are:

A. Desk review and consultations

1. Review IOM South Sudan project documents including IOM South Sudan M&E strategy, project log frames and indicators, and existing monitoring and data collection tools. As well as review of relevant national documents, including the South Sudan Humanitarian Response Plan and relevant Cluster documents (including Cluster strategies where available) to ensure alignment with national standards and results.

2. In Juba, consult with IOM South Sudan Programme Managers, M&E and Reporting Officers, PSU and HoO and other relevant staff (including IOM SS Protection Officer) to identify and review existing M&E plans and tools.

3. In Wau and Bentiu, consult with thematic specialists and programme officers to review how monitoring and data collection tools are used, communication and feedback from the field to Juba, and identify gaps and challenges.

B. IOM South Sudan Results Based M&E Framework.

4. Develop a draft comprehensive Results Based M&E framework.

a. The framework should outline standardised (where relevant) qualitative and quantitative performance indicators (output and outcomes) with clear definitions, data collections strategies, frequency of collection, who is responsible for collection. It should also clearly demonstrate how the impacts outlined will be measured. Systematic disaggregation of data including by sex, disability, geographical location should be included. The Framework should integrate Protection, Conflict Sensitive and AAP indicators where appropriate.

b. The framework should take into consideration existing M&E systems, of the following sectors CCCM, DTM, Shelter-NFI; WASH, Health, MHPSS, core pipeline (Shelter-NFI and WASH)and CTS/Logs.

5. Develop an implementation plan, including a detailed training plan, for existing and proposed monitoring and data collection tools.

Deliverables

The deliverables of the mission is to produce:

1. Preliminary findings and recommendations – Power Point overview.

2. An comprehensive IOM South Sudan Results Based Monitoring and Evaluation framework for the Humanitarian Response, including:

• A detailed implementation plan, including key priorities;

• A training plan for IOM South Sudan M&E and Reporting staff.

3. A short (10 pages) IOM South Sudan internal report inclusive of all findings and recommendations for IOM Head of Operations and Programme Managers.

The proposed duration is 10-weeks with timing to be finalized once the consultant is identified. The proposed timeline is below:

- 1 week of document review i in Juba / home based;

- 2 week of data collection in Juba;

- 2 week of data collection in Wau;

- 2 weeks of data collection in Bentiu;

- 3 weeks of writing and finalization in Juba / home based.

All work for the Consultancy should be finalized by 31 January 2018.

Required Qualifications and Experience:

Education

• Completed post graduate University Degree from an accredited academic institution preferably in social science, development planning, statistics or equivalent academic preparation and/or work experience.

• Training in M & E development and implementation, information analysis and report writing. Experience

• 5 years of experience (or 7 years of experience for candidates with 1st level university degree) in Monitoring and Evaluation. Ability to consolidate information from multiple sources.  Ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel.  Knowledge of Access and statistical analysis is a plus.

• Significant field experience in humanitarian or development programming. • Experience in design and delivery of robust, relevant and timely M&E frameworks (including expertise and experience in indicator development, testing and data collection / analysis); • Significant experience developing and implementing Monitoring and Evaluation of large, complex, humanitarian programmes

• Experience conducting reviews in South Sudan and / or the East Africa Region and a demonstrated understanding of the issues in South Sudan.

• Good communication skills, both orally and in writing.

Languages

Fluency in English is required.

The appointment is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment or visa requirements and security clearances.
