IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the overall supervision of the Programme Coordinator (WASH) and the direct Supervision of the Senior GBV Specialist, the GBV Specialist will provide technical and operational lead in strengthening GBV response services and referrals to ensure high standards of care are available for GBV survivors in IOM’s operational areas. The GBV Specialist will collaborate with IOM’s MHPSS and Migration Health Units and the GBV sub-cluster partners. The focus of this position is to build the capacity of national staff and partners on GBV service delivery. The development of technical approach, capacity building and implementation of GBV response services to be in-line with both international and South Sudan standards and best practice. Approaches must be survivor-centered, actively work to reduce stigma. In particular, the incumbent will undertake the tasks outlined below:

Core Functions / Responsibilities:

• Design and conduct GBV-specific assessments and service mapping in operational areas to identify gaps in service delivery and barriers to survivor’s support seeking and reporting; • Design and contextualize capacity building approach, materials and tools to reduce stigma and increase quality of care for GBV survivors among different categories of primary health staff, coordinating with the GBV sub-cluster for any required CMR training; • Design and contextualize the capacity building approach, materials and tools for MHPSS staff Page 1 / 4(specialist and non-specialist) based on required GBV competencies and identified gaps; • Strengthen community-based referral systems, entry points for reporting and adherence to GBV guiding principles and stigma reduction;

• Provide technical inputs into the GBV mainstreaming strategy for WASH programming, including the development of the Behavior Change strategy and toolkit and the design of relevant IEC materials;

• Conduct training for IOM WASH staff and partners on PFA and non-specialist response to GBV disclosure;

• Identify relevant local partners and develop and implement capacity building for GBV response and women and adolescent girl’s focused livelihood activities;

• Provide mentoring and daily management of the GBV Social Worker National Officer; • Support the design of technical monitoring and evaluation tools and approaches to ensure the quality of services provided;

• Provide regular reporting on activities internally and for the GBV sub-cluster; • Ensure all approaches used are conflict sensitive, include differentiation of approaches for GBV survivors of different ages and genders, people with disabilities and other marginalized groups, and take concrete action to identify and mitigate any possible negative effects; • Provide representation at the national GBV sub-cluster when requested and participate in technical working groups related to response services;

• To maintain relations with other GBV, PSS and Health actors in South Sudan; • To perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master degree preferred in Social Work with2 years of relevant professional experience; or • University Degree in above field with 4 year of relevant professional experience. Experience

• At least 5 years professional experience working with GBV survivors and/or on GBV programs in an emergency and/or post-conflict environment;

• Strong pedagogical approach with demonstrated ability to design and deliver effective training and mentoring;

• Strong people management skills: the ability to effectively supervise staff; • Strong interpersonal and communication skills;

• Good report writing skills;

Page 2 / 4• Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;

• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

• Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software;

• Previous experience in equivalent role in South Sudan is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic language is an advantage. Desirable Competencies:
