The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Building Resilient Communities in Somalia (BRCiS) Consortium started a programme with an aim to improve the resilience of vulnerable communities and households in the Southern and Central regions of Somalia. The BRCiS Consortium is now implementing multi-year resilience programmes with funding from both DFID and DEVCO, in more than 14 districts. The Consortium’s approach balances a flexible community-informed combination of DRR, development, social protection and emergency response in order to address the most common shocks and stresses.

The Programme manager is responsible for coordinating the implementations of the integrated programmes in the BRCiS Consortium portfolio. The Programme Manager represents the BRCiS at coordination forums, as delegated by the Chief of Party.

Job description

Generic responsibilities
Line management for project coordinators
Compliance and adherence to NRC policies, guidance and procedures
Responsible for ensuring programme support to integrated programme, coordination and technical quality in BRCiS Consortium
Provision of specific input relevant for BRCiS strategies
Compliance to donor standards, and grant management for the consortium and regular reporting to donor
Identify funding opportunities and develop funding strategy and forecasts for the consortium
Responsible for grants management and BPO allocations
Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation
Coordinate new emergency response and approve existing
Ensure capacity building of all technical staff

Specific responsibilities
Supports the Chief of Party regarding Consortium coordination and communication in relation with programme issues.
Coordinates development and implementation of harmonization and standardization strategies within the Consortium.
Coordinates the development of a quality framework for resilience approaches within the Consortium.
Supports the Chief of Party in creating and animating a network of Consortium focal points embedded in the partner agencies.
Coordinates reporting for current grants with Consortium Partners and CMU Member
Identifies funding opportunities and coordinate proposal development when appropriate.
Represents the Consortium in governments, donors, clusters, coordination meetings as appropriate.
Develops and coordinates information sharing mechanisms for main Consortium stakeholders: government counterparts, coordination bodies, Consortium Members, Lead Agency, communities and donors.
Contributes to the Consortium learning agenda and to enforcing accountability and learning in the Consortium.
Supports the Chief of Party with advocacy related activities.

Qualifications

Minimum 4 years’ experience of Consortium Coordination
Experience with donor relations, reporting and proposal development
Experience from working in complex and volatile contexts
Resilience and Emergency Response expertise
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Knowledge of the Somalia Resilience Context
Experience of managing multi-partners project
Experience with remote management
