Organizational Setting

The Office of Internal Oversight Services (OIOS) assists the Director General to strengthen the Agency's internal oversight services and its ability to ensure management efficiency and programme effectiveness and to enhance accountability. OIOS comprises four major functional areas\: internal audit, investigation, management services and programme evaluation. OIOS provides the Director General and senior management with objective, independent and systematic assessments for the purpose of improving efficiency and effectiveness in programme delivery, improving accountability and ensuring sound governance.

Main Purpose

Under the supervision of the Director of OIOS, the Associate Research and Review Officer provides professional assistance to the efficient and qualitative implementation of the OIOS assignments and supports the review and finalization of reports and other documentation.

 

Role

The Associate Research and Review Officer is (a) a researcher, supporting OIOS engagements through data analysis, preparation of surveys, collation and presentation of data collected during the fieldwork, and (b) a reviewer, editing OIOS reports and other engagement documents to ensure readability and conformance to quality.


Functions / Key Results Expected

The Associate Research and Review Officer facilitates the timely and qualitative implementation of OIOS engagements by bringing professional knowledge and a systematic approach to data collection and analysis and to report editing. In carrying out this function, the Associate Research and Review Officer may be requested to\:

 

  • Support the stakeholder engagement and operational phases, including, but not limited to, review of work papers in accordance with applicable standards and requirements;
  • Facilitate the information collection phase, including through compilation of background information and preparation and uploading of surveys;
  • Support the fieldwork by collating and professionally analysing collected data through appropriate statistical methods and applications;
  • Support the preparation of OIOS reports and related outputs by reviewing and editing documents, to ensure readability, consistency and conformance with the highest quality standards;
  • Draft analytical accounts of meetings and support the preparation of official documentation and presentations;
  • Ensure smooth flow of communication within the OIOS engagement team as well as between OIOS and its counterparts.

Qualifications, Experience and Language skills

  • University degree in business administration, public policy or social sciences relevant to OIOS main areas of work. An advanced university degree in one of these fields is an advantage.
  • Minimum of two years of relevant professional experience providing methodological, analytical and editorial support to complex change management processes, audits, evaluations or advisory projects at the ‘associate’ level.
  • Professional experience in large international organizations is preferred.
  • Proven proficiency in reviewing complex texts produced in English is a requirement.
  • Hands-on knowledge of the main concepts and techniques related to advisory, programme evaluation, audit and/or investigation is an advantage.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, German, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46026 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 22092, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
