Context:

a means of tracking each grant from start-up through to close out.

The Grants Officer will be one of the administrators of USAID/OTI program activity database, with the overall responsibility of ensuring that grant content and process consistently meet programme objectives, IOM standards and USAID/OTI requirements. The successful candidate will strengthen and maintain the necessary administrative structures and inter-departmental processes, both within NCCI and between the program, the IOM Niger Country Mission and IOM Washington Community Stabilization Unit (CSU), in order to ensure grant transparency, smooth implementation, reporting, requisite controls and monitoring. Core Functions / Responsibilities:

1. Supervise Grants Unit staff, provide training on all related aspects of the grants management Page 1 / 4process and database maintenance, and ensure a high level of performance with the Grants Unit team.

2. Oversee the development, tracking and control of grant proposals and approved grant activities. Identify and make recommendations for the resolution of bottlenecks to the Deputy Program Manager and Program Manager.

3. Review and provide feedback on the accuracy of the Work Plan Tracker, Grant Activity Matrix, YL and GL Commitment Tracker, Grant Closure Matrix, Internal Disbursement Tracker and Datalink for weekly reporting to the NCCI Deputy Program Manager and Program Manager. 4. Ensure the proper filing of grant support documents on OTI Anywhere as well as hard grant folders, spot-checking weekly to support compliance with IOM and OTI rules and regulations. 5. For grant closure requests, review all supporting documents in soft-copy grant files (located on OTI Anywhere), hard copy grant folders and that all database actions are fully completed prior to the submission to OTI for closure approval.

6. Develop, enhance and maintain systems of communication and data transfer with all program units in Niamey and the field and maintain appropriate, program-wide standards of grant integrity, data collection and management, and information flow. Liaise with and provide training to staff, as needed, on how to document the grant life cycle.

8. Produce reports and run queries from the database in a rapid fashion as requested by the Senior Management Team (SMT) and develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of the GAC and the management of that cycle.

9. Support the admin/finance team with the overall control of grant expenditures. Make sure that all expenditures made on the program are properly coded, as per IOM’s accountancy system. 10. In line with the GAC, liaise with NCCI counterparts and the donor as needed to revise and update the database.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in community-based and/or small-grants programming desirable, particularly in the areas of infrastructure works, procurement and civil-society strengthening; • Experience with the United States Agency for International Development (USAID) programmes, preferably with the Office of Transition Initiatives (OTI); • Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols, and experience working in a phase III or above security environment;

• Reporting and database experience required, preferably with Microsoft Access. Languages

Fluency in English is required. Working knowledge of French and any Regional Language(s) is an advantage.
