Objective of the Assignment:

UNDP Afghanistan seeks to hire an International Consultant with expertise in the assessment and design of IP CCTV Systems. The consultant will be responsible to conduct site inspection, prepare complete design/technical architecture, drawings, technical specifications, Terms of Reference (ToR) and complete bill of quantity (BoQ) for the proposed system that shall be used for tendering purposes; also, the consultant shall provide advisory services to UNDP in evaluating the bids received against the tender.

Duties and Responsibilities

Scope of Work and Deliverables:

The Consultant shall provide complete design for the entire system ensuring the following elements are included in the proposed system:

  • The primary function of a IP CCTV system is real time monitoring and the retention of images for evidentiary purposes;
  • The new IP CCTV system with IP cameras (fixed, dome and PTZ), data storage, software for monitoring, remote viewing, recording, control, backup and analytics, viewing stations with flat panel monitors, keyboard and/or joystick controllers if required, and miscellaneous supporting equipment. Approximate number of cameras which will be installed is between 65 and 75 depending on equipment and technology used. All the cameras should be capable to record all the activities in zero light. The system must consist of user friendly ‘play back’ features to trace ‘evidence and images’ over a minimum of 12 months in an effective and quick manner;
  • All the requirements, documents and specifications which shall be provided by consultant must meet proven industry standards and best practices; CCTV Video Surveillance system shall be IP and ONVIF based System with distributed architecture having one control room and two to three viewing locations distributed within UNDP compound;
  •  UNDP compound is situated on approximately 14.000m2 of land and consisting of one 2 story building, and 8 other auxiliary and accommodation buildings;
  • The selected consultant shall coordinate with the Security team and ICT Unit to establish the best location for the CCTV data storage, switches, server, and also determine the best location for setting up the cameras for the viewing of the area according location. 

Key Deliverables and Output:

Assessment and Design Phase

The selected consultant will conduct assessment, collect specific system requirements from Security Unit and provide a detail design documentation for procurement and deployment of new IP CCTV system. Detail design documentation includes following documents:

  • Complete systems design description with technical diagrams;
  • Architectural Drawings with camera and other CCTV element positions and wiring paths;
  • Complete Technical Specification Sheet for each CCTV system element. (for each camera model and accompanied accessories, Servers(s), Workstations, monitors, Video Management Software application(s), cable…);
  • Complete Bill of Quantity (BOQ).

Based on the above documents and information, UNDP Afghanistan shall launch tendering process to receive bids from qualified bidders.

Evaluation and Advisory Phase

Once the bids are received, the consultant shall evaluate the bids, produce technical evaluation sheet for the received offers which will be shared with the UNDP CO evaluation team. During this process consultant will provide advisory services to the team as required.

Required Skills and Experience

Academic qualifications:

  • Bachelor’s degree in Computer Science or related field.

Years of Experience:

  • Minimum of 5 years of relevant working experience in the design of midsize IP CCTV systems (as described in ToR);

  • The consultant must provide at least 3 evidences of conducting similar projects along with the valid contact information for reference check.

Work Arrangement

Institutional Arrangements:

This project will be guided or supervised by ICT and Security units.

  • ICT unit shall coordinate with the consultant on daily basis to ensure that: the consultant understands the required tasks; and recommendations given by the consultant are clearly understood, practical and in the best interest of the organization;

  • Security unit will mostly be involved in: identification of system requirements including camera and control/viewing room locations; administrative requirements; approving; design and components planned for installation; and sharing any information of importance for the system design.

Duration of the Work:

The required tasks shall be divided in two parts.

  • During the first phase, the Consultant shall conduct physical site visit, in duration of 1 week (duration of stay in UNOCA can be negotiable depending of Contractor capabilities), in order to conduct assessment/site survey and talk with relevant units. Site is in the UNDP Compound within UNOCA Complex, Jalalabad Road, Kabul, Afghanistan. After completion of the survey, Contractor shall provide an initial report of findings and comments. Week 2 is planned for work from home. At the end of the second week Contractor shall provide all documents listed in the Assessment and Design Phase. Upon acceptance of the final deliverables of the Contractor, UNDP shall launch a tendering process;

  • In the second phase, UNDP will receive the bids and conduct initial screening after which the technical documents will be sent to the Contractor for the evaluation. Within one week from receipt of the technical documentation, the Contractor shall submit an evaluation report to UNDP according to the criteria mentioned in the bidding documents.

Duty Station:

  • Kabul, Afghanistan and Home based.

Price proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is approximately 10 working days.
  • Living Allowance (LA) – The contractor shall propose a LA at the Kabul applicable rate of USD 162 per night for his/her stay at the duty station. The number of nights for which the LA shall be payable under the contract is 14 nights. The contractor is NOT allowed to stay in a place of his/her choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in UNOCA complex to the contractor. The payment of accommodation shall be made directly by the contractor;

  • Travel & Visa – The contractor shall propose an estimated lump-sum for home-Kabul-home travel (economy most direct route) and Afghanistan visa expenses.

The payment will be only made upon submission and acceptance of final report by the Head of ICT and Security Units.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria: weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This explains the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Qualification and Experience (40 marks) [evaluation of CV]

  • Relevant education (10 marks);

  • Proven work experience on design of IP CCTV projects of similar or greater complexity (30 marks).

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical Proposal:

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
