The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

 

Role and responsibilities

Generic Responsibilities

  1. Adherence to NRC policies, guidance and procedures and promote the rights of displaced Palestinians in line with the advocacy strategy
  2. Support the work of the Advocacy Team including overall advocacy activities covering the rest of Palestine
  3. Contribute to Media strategy development
  4. Provide regular progress reports to the Advocacy Manager
  5. Technical management of Advocacy Coordinator in Gaza on communications and media tasks
  6. Promote and share ideas for improvement and necessary changes in the activities
  7. Ensure capacity building of project staff and transfer key skills in developing communication materials and engaging with the media

 

Our Ideal Candidate:

Higher relevant university degree in journalism, media, communications, or relevant experience, and minimum 3 years of relevant experience in a similar position in a humanitarian/recovery context.

We are seeking a candidate who has video and social media skills, some basic experience in photography. Experience working as a journalist considered a plus.

Knowledge of the Palestine/Israel context and broader regional situation, and Palestinian and regional media and communication networks is essential.

Good experience and knowledge of communicating humanitarian needs and ethical reporting of beneficiaries.

Passionate about the humanitarian principles and humanitarian work, and dedication towards achieving high results in this context.

Ability to work under pressure and for over time when the situation requires, this also includes travel within Palestine.

Excellent English, oral and written (sound journalistic writing style).

Arabic and Hebrew in addition to proven experience with communication within the humanitarian sector will be a plus

 

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, 15% travel to Gaza plus frequent travel to West Bank operations.

NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities.
