ORGANIZATIONAL CONTEXT

SUPERVISION RECEIVED:
General guidance and support are received from the Head of Office.  Guidance may also be given by the various specialised units in the office.
The incumbent should be able to work under minimum supervision, be creative and innovative.

WORK RELATIONSHIPS AND CONTACTS:
Within UNHCR: Close contacts with all sections to gather and analyse information.
With EXTERNAL Parties:  All implementing partners and UN agencies to gather, analyse and disseminate information about UNHCR activity information.

IMPACT OF WORK:  Accurate and well presented information will promote UNHCR action for refugees, contribute to good decision making, and help for fund raising.
Errors can lead to inappropriate action and impact negatively on UNHCR¿s image and affect funding raising efforts.

FUNCTIONAL STATEMENT:
1. Keep abreast with all developments in the activity to prepare appropriate briefings and reports;
2. Consolidate and analyse data on programme implementation and indicators (nutrition, health, watsan) in order to facilitate the preparation of periodic reports, i.e. Sitreps, activity-specific reports as may be required;
3. Liaise closely with all Units of the programme in the country in order to gather and collate accurate data about refugees and assistance activities; 
4. Work closely with GIS to ensure accurate and attractive data presentation on the maps;
5. Prepare and distribute minutes of the co-ordination meetings that are held periodically in the country of assignment;
6. Meet and brief visitors on all UNHCR activities, where necessary together with appropriate specialist/ programme officers;
7. Draft donor reports;
8. Draft and/or check all reports from management;
9. Perform other duties as required

MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:
Undergraduate degree (equivalent of a BA/BS) in Journalism or Law
Previous Job Experience: 6 years
Job Experience relevant to the function: 6 years
In an International capacity:  3 years
English is the essential working language together with another relevant UN language

Given the considerable and diverse work load, it is important that the applicant be motivated, hard-working, organized and fluent in French (written and spoken), as all communications within the office and with external partners such as Government and humanitarian agencies are conducted in French. Working knowledge in English, especially written, is also required as more and more reports, internal as well as external, are requested in English. Chad is complex operation dealing with both emergency and protracted situations. Over the years the operation has been receiving new influxes of refugees from the neighbouring countries that came in addition to a protracted refugee situation in existence since 2003. Currently, the country is host to 423,000 refugees and asylum seekers mainly from Sudan, Central African Republic and Nigeria. It is an expensive city. Finding good accommodations remains a challenge. However there are a number of supermarkets where local and foreign goods are available and expatriates frequent a number of restaurants offering Lebanese, Chinese, French and other foods. There is a Western Union and several banks with ATMs. There are a small number of stores, restaurants, bars and pools which expatriates frequent for leisure and recreation. There is an international airport with daily flights out of Chad.
R&R cycle 8 weeks. N¿Djamena is a category D non-family duty station with Level 2 security and there have been recent Boko Haram suicide bomb attacks. For safety reasons UN staff are advised to avoid congregating in groups of expatriates and frequenting restaurants, night clubs and pools used by expatriates Organisation skills in order to arrange schedules for donor visits, briefings and meetings.  Draft correspondence such as E-mails, faxes, letters, memos to donors, preparation of briefing notes for the Representative,  the Desk, DRRM and  his/her supervisor as necessary, to support them in negotiation and follow-up of contributions.
Arrange schedules, meetings for donor visits/ briefings. French is essential but English is an important asset for drafting briefing notes, drafting country reports, mid- year progress reports and RRP and HRP.
