Senior CRR Coordinator

ORGANIZATIONAL CONTEXT
On 19 September 2016, the United Nations General Assembly adopted the New York Declaration on Refugees and Migrants, calling for greater burden sharing by the international community to support the world¿s largest refugee hosting states. The New York Declaration called on UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF) in close coordination with relevant states and in collaboration with relevant UN agencies, applying a multi-stakeholder approach. The objectives of implementing the CRRF are to: (i) ease pressure on host countries, (ii) enhance refugee self-reliance, (iii) expand access to third-country solutions and (iv) support conditions in countries of origin for return in safety and dignity.

UNHCR, together with partners and with the lead of host country governments, is applying the CRRF in a number of roll-out countries in 2017. The aim is to measure initial progress and extract lessons learnt to inform preparations for the Global Compact for Refugees in the 1st half of 2018. The CRRF will, to the extent possible, build on and complement existing strategies, coordination and funding mechanisms, incorporating both humanitarian and development actors. In some countries, a joint CRRF Secretariat led by the government will be setup to coordinate the roll-out of the CRRF, including a mapping exercise and gap analysis among the first steps. The various steps in preparation for the CRRF roll-out at country-level will further inform the priority areas of engagement and indicators for initial progress (first benchmark: end-2017).

The New York Declaration and the CRRF stress the need to engage development actors in a sustainable response for refugees and host communities. The CRRF promotes inclusion of refugees in the delivery of national services, such as education and health, as well as national development plans and programmes, supporting these priorities were possible. The CRRF aims to bring on board partners into the refugee response, including those who have been less involved in refugee response, by mobilising their respective areas of expertise and interest to contribute to a broad-based response. The CRRF also incorporates emergency preparedness and response, as applicable at country-level.

The roll-out of the CRRF requires intensive efforts throughout pilot countries, including consultations with a broad range of internal and external interlocutors at national, regional and district levels ¿ in particular the various government offices which need to be involved as part of the CRRF roll-out. 

The Comprehensive Refugee Response (CRR) Officer will be critical in supporting the development and implementation of a comprehensive response at national, regional and district levels.  The incumbent will have extensive contacts with both internal and external counterparts and partners. Within UNHCR, the Officer will establish close working relations with the relevant staff working in the community services, protection, program and field sectors. Key external partners will include the CRRF secretariat, national, regional and district authorities, the UN and international organizations, UNHCR implementing and operational partners, International and Local NGOs, development agencies and other actors engaged in humanitarian and development initiatives in the relevant districts. The incumbent will be the key interlocutor with National and District Government Authorities and will have to identify and actively partner with other actors and structures potentially able to contribute to the strategies and solutions for refugees.

The incumbent normally works under the supervision of the UNHCR (Regional) Representative or a senior Officer as delegated by the (Regional) Representative. 

FUNCTIONAL STATEMENT
Accountability
- The roll-out of the CRRF in the operation under area of responsibility (AoR), including various stages of planning, implementation and stocktaking is ensured.
- Active engagement with and provision of guidance to the government and a broad range of other stakeholders is ensured.
- Existing partnerships are strengthened new partnerships nurtured in support of the CRRF roll-out at country/regional level.
- The progress of CRRF roll-out at country-level is reported on, and advice on adapting response, partnership and other strategies provided where necessary.    

Responsibility
- Lead efforts in support of developing and implementing a government-led CRRF strategy for the roll-out country or region concerned.
- Provide prompt, principled and accurate guidance and advice to all stakeholders engaged in the CRRF roll-out.
- Ensure UNHCR¿s full and proactive support to CRRF Secretariats or related coordination platforms.
- Lead the conceptual development and operational outline of the CRRF in the roll out country, including the thematic and geographic areas of refugee response. Identify and ensure oversight of priority areas, partnerships, and coordination/operational arrangements for the CRRF.
- Institutionalize CRRF-oriented approaches within UNHCR, with various government offices at regional, national and district levels, as well as a broad range of development and humanitarian partners.
- Provide guidance and oversight of the development of key partnerships, including the Government, civil society, international and regional organizations, private sector, academia and other interlocutors, as outlined in the multi-stakeholder approach of the New York Declaration.
- Ensure that the CRRF at country/regional level builds upon and strengthens existing structures, coordination and financing mechanisms where possible, while identifying and efficiently addressing remaining short and longer-term gaps.
- Ensure targeted advocacy, messaging and resource mobilization efforts, provide operational guidance in planning and implementation, and facilitate regular review of the status of CRRF roll-out in close coordination with the CRRF Task Team and Regional Bureau in Headquarters.
- Facilitate the coordination and information flow between UNHCR, the CRRF Secretariat / related coordination platform and all stakeholders involved in the roll-out of the CRRF at regional, national and field levels.
- Organize expert meetings, regular as well as bilateral meetings and supporting donors/partners field missions to ensure full coordination, and smooth information sharing, with partners. Furthermore, plan for and facilitate timely stocktaking on the CRRF.
- Gather, analyse and disseminate information in the roll out country which have a bearing on UNHCR¿s role in the roll-out of the implementation of the pledges.
- Supervise the development of communication strategies and/or media packages for situations and/or activities that require focused attention.

Authority
- Provide strategic direction to the CRRF roll-out in the given country/region and ensure regular review of response.
- Represent UNHCR in meetings and fora related to the functions of the position.
- Oversee planning, implementation, reporting and stocktaking activities with a specific focus on support provided to the government.
- Lead short- and longer-term partnership development efforts and nurture engagement of development actors.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master's) in Economics, Law/International Law, Political Science, Social Science, and Development, International Relations or related field.
- Minimum of 11 years of relevant professional experience.
- Minimum of 5 years of experience working directly with principles and procedures related to refugees.
- In-depth knowledge of UNHCR and international refugee law. 
- Excellent communication skills, both verbal and written, to be able to present UNHCR in the relevant coordination structures.
- Proven managerial, coordination, consultation and team-building skills.
- Demonstrated ability to deal with multiple tasks in a courteous manner under conditions of pressure.
- Ability to design, formulate and implement large scale protection and solutions strategies.
- Proven experience in coordinating technical response related to protection and solutions strategies.
- Excellent coordination and leadership skills to maintain and strengthen coordination mechanisms with partners.
- Demonstrated analytical skills to ensure regular analyses of the operational context and alignment of the operational response to the changing realities on the ground.   
- Excellent English language skills.

The Senior Coordinator (CRR) will be responsible for the roll out of the CRRF in Ethiopia under the guidance and strategic direction provided by the Representative and in close coordination with Senior Managers in Addis Ababa and the field. S/he will supervise the CRRF support staff located at the UNHCR Representation in Ethiopia, Addis Ababa and the 5 sub offices. The Task Team on Comprehensive Responses located at UNHCR Headquarters will provide guidance and support throughout the roll-out process of the CRRF pilots, including contributing to planning, stocktaking, messaging and cross-fertilization good practices.

The Senior Coordinator (CRRF) will be responsible for the roll out of the CRRF in Ethiopia under the guidance and strategic direction provided by the Representative and in close coordination with Senior Managers in Addis Ababa and the field. S/he will supervise the CRRF support staff located at the UNHCR Representation in Addis Ababa and the 5 suboffices.

The incumbent will lead the conceptual development and operational outline of the CRR in Ethiopia. Under the guidance of the Representative, s/he will identify priority areas, partnerships, and co-ordination/operational arrangements for the CRR.

The incumbent will engage with a range of external partners and stakeholders on issues related to CRR.

The incumbent will work with the CRR team to gather, analyse and disseminate information in Ethiopia that  has a bearing on UNHCR¿s role in the roll-out of the implementation of the pledges. As per 31 August 2017 fact sheet of Addis Ababa, the official number of urban refugee population in Addis Ababa city stands at 20162 in the reception canter. Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia.  The population is estimated at about 4 million or so.  It is located in the Ethiopian highlands at an altitude of 2,500-2,700 meters.  The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times.
Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU).  There is a very large community of expatriates from all over the world.  The local language is Amharic, and English is the working foreign language.  Housing is readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. 
There are a number of private schools, offering up to secondary education in French, English and other languages. The basic infrastructures ¿ roads, utilities, and telecommunications ¿ are not very good standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care.  There is a UN Clinic, but for major illnesses or surgery, United Nations staffs are normally evacuated to South Africa or Kenya. Vaccinations required are yellow fever, typhoid, meningitis, hepatitis A&B, diphtheria, tetanus, and polio.  Malaria prophylaxis is recommended for trips outside of Addis Ababa.
There are many tourist attractions to visit around the country, although the amenities are often poor to average.  Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or in different establishments around the city. Addis Ababa is classified as Level 2
Addis Ababa is generally stable and is one of the safe family duty stations. However similar precautions as in other metropolitan cities should be followed at all times.
UNHCR staff assigned to Addis Ababa are advised to contact Field Safety Advisor to receive periodic security updates.
United Nations Department of Safety and Security (UNDSS) every Monday and Thursday from 9:00am ¿ 10:00am conduct security briefings regularly. Administration will arrange a booking to be attended by all arriving in Addis to take the briefing as per the UNDSS schedule. ¿     Exposure to UNHCR-specific training/learning activities and experience with training and coaching.
