ORGANIZATIONAL CONTEXT

A strong anti-fraud stance in line with UNHCR's zero-tolerance approach to fraud and a proactive, comprehensive approach to combatting fraud and corruption remain a priority for UNHCR.  It is therefore essential to ensure strengthened coordination work in the area of integrity policy, protection assistance and interventions and other operational activities.

This post serves as the focal point for the coordination of activities related to fraud committed by persons of concern.
The incumbent consults and coordinates the Field and regional Bureaux, in close coordination with the IGO and other relevant part of Headquarters, both at the level of providing guidance on questions of fraud arising in individual cases but also in terms of developing anti-fraud and integrity strategies and responses where UNHCR's protection work gives rise to potential reputational risk.

To effectively carry out these functions, the incumbent should possess a political and strategic outlook, and be conversant with the key technical complexities of individual case processing work, in particular aspects which may be vulnerable to fraud. Experience in dealing with resettlement fraud would be a clear advantage, including familiarity with documentation and biometrics. The ability to liaise with the IGO to address issues of allegations of fraudulent practices would be important. In order to effectively advocate with government counterparts and other partners, as well as mobilise external and internal support, the candidate must possess solid communication and inter-personal skills and be able to authoritatively advise and guide field operations. S/he should also be able to instil confidence in donors of the integrity UNHCR's processes. Furthermore, the ability to monitor, analyse and report on trends as well as design and deliver training would also be important, thus, requiring analytical, training and drafting skills.

FUNCTIONAL STATEMENT
Accountability

-   Coordination with other UNHCR and related entities (in particular the IGO and OIOS) will be improved and protection input and guidance will be given to assist in the strengthening of UNHCR's protection and assistance program to prevent and respond to fraud committed by persons of concern.

- The integrity of UNHCR's protection and assistance interventions is improved by the issuance of advice on protection risk identification, appropriate oversight and safeguards (in coordination with other protection functions where appropriate).

- The integrity of UNHCR's individual case processing procedures and operations is ensured through timely identification and response to fraud committed by persons of concern. 

-The capacity of internal and external stakeholders is progressively improved through quality, timely and relevant training and development of materials on fraud prevention and deterrence available through on-line support tools.

Responsibility 

- Provide prompt and accurate advice, guidance and operational support including through monitoring/mission support missions and other capacity building initiatives on issues concerning risk identification, protection oversight, fraud prevention and response.

- Assist operations with the implementation of anti-fraud policies and operational guidelines by providing support to anti-fraud focal points, and specific operations as needed, through trainings and guidance. 

- Identify any areas of systemic weakness, vulnerability and risk of potential fraud committed by persons of concern.

- In close cooperation with operations, the incumbent will advise on appropriate oversight and accountability mechanisms in protection service delivery.

-Assist operations with the development of targeted SOPs and training.

-Provide support and guidance to investigations of complex fraud committed by persons of concern.

- Establish systems for receiving regional fraud reporting, provide global reports and updates on fraud committed by persons of concern.
 
-Establish a liaison role with internal and external counterparts involved in anti-fraud matters and investigations, such as Resettlement States, other UN agencies and NGOs.

- Work in close coordination with the IGO and OIOS and other relevant entities to address protection system vulnerabilities in a comprehensive manner.

Authority

- Ensure staff and partner compliance with global anti-fraud policies and standards of professional integrity in the delivery of registration, RSD and resettlement.
- Provide Field Offices, Regional Bureaux, other parts of DIP guidance and advice as well as operational support fraud prevention and deterrence and related matters.
 
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Advanced University Degree in Law (Public International Law) or Political Science. Advanced education in             International Affairs is desirable.
- Minimum 8 years of previous relevant professional job experience.
- Minimum 5 years of experience in an International capacity.
- Fluency in English with working knowledge of another relevant UN language.

DESIRABLE QUALIFICATIONS & COMPETENCIES

- Communication skills.
- Specific learning programmes such as PLP or RSD-RS LP.
- Field experience in refugee protection, particularly RSD and resettlement.
- UNHCR Management Learning Programme.
