Senior ICT Officer (Business Analysis)

ORGANIZATIONAL CONTEXT
The Senior ICT Officer (Business Analysis) is principally responsible for ensuring that business partners¿ needs are documented into functional and non-functional requirements that result in innovative ICT solutions that support their business objectives.  The incumbent will be working closely with business users in the Bureaux and Divisions, Solution Engineers, functional and technical workstream leads, and Project Managers. This post is key to the ability of DIST to fulfill its mission to provide timely and effective solutions and systems development and support, including the underlying infrastructure.  This role is principally focused on project work. however, the incumbent is expected to provide support and expertise, on occasion, to business-as-usual teams.

This post is located within the Business Relationship Management Service (BRMS) and reports to the Deputy Director.  The incumbent will focus on a broad range of solution activities cutting across numerous headquarters business partners.

FUNCTIONAL STATEMENT

- Strategic relationship is built with business stakeholders to exploit the full potential of ICT in the achievement of business objectives.
- High quality business analysis capability is provided which results in clear and meaningful functional and non-functional requirements in support the development of user-friendly applications which meet business needs.
- Appropriate representation from business partners in the requirements analysis and definition process is ensured.

Responsibility
- Develop strong, collaborative relationships with business partners to understand business strategies and requirements in order to be able to deliver innovative ICT systems and services that enable them to carry out their mandate efficiently and effectively.
- Document and translate business needs into functional and non-functional requirements using consistent templates and to a high standard using generally accepted modelling methods.
- Assist in the preparation of change requests, manage changes to specifications, and ensure that all such changes are processed through the Change Advisory Board.
- Develop test plans and document test results, as well as perform integration and user acceptance testing.
- Assist in developing and documenting training materials and train end-users on solution functionality.
- Assist in business process redesign as needed for the introduction of new technologies.
- Continually seek opportunities to increase customer satisfaction and strengthen client relationships by interacting effectively at all levels of the client organization.
- Inform DIST on the strategic direction of the business under the guidance and perspective of the Business Relationship Officer.
- Provide business-as-usual, third-level support for critical incidents when necessary including, but not limited to troubleshooting, cleaning up corrupted data, and documenting change requests related to incident resolution.
- Stay current on industry trends to bring solutions to business units to enhance productivity.
- Perform other related duties as may be assigned.

Authority
- Request support from managers for participation of their staff members in business analysis activities.
- Escalate issues and concerns that may have a negative effect on the successful completion the business analysis process.
- Challenge business users on requirements that are out-of-scope or that could result in overly complex solutions.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Undergraduate degree (equivalent of a BA/BS) in ICT or related subject.
- A minimum of 9 years ICT experience (8 years with graduate degree (equivalent of a Master¿s) including at least 6 years recent experience providing business analysis support.
- Experience with enterprise-wide mission critical systems such as ERP (Enterprise Resource Planning Software), CRM (Customer Relationship Management), Enterprise Collaboration Platform, Enterprise Business Intelligence Platform.
- Proven ability to document business and functional requirements using industry standard and generally accepted modelling methods using standard tools.
- Demonstrated experience working with business partners, understanding business concepts, knowledge of business procedures and applying technical solutions based on standard industry practices.
- Thorough experience with the IT Software Development Life Cycle (SDLC).
- Familiarity working with Agile/Scrum methodologies.
- Experience and working knowledge of ITIL processes.
- Ability to work as part of a matrixed team, ensuring good collaboration and results.
- Ability to influence, manage, and lead discussions with internal and external partners and stakeholders.
- Ability to communicate effectively with technical and non-technical audiences, including the ability to express complex technical and business concepts to all management levels, peers and the business units.
- Strong teamwork and interpersonal skills.
- Understanding of how IT affects an organization and the ability to link it to business processes. and,
- Excellent analytical and conceptual skills.
- Fluent in written and spoken English

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Graduate degree (equivalent of a Master¿s) in ICT or engineering.
- Formal certification in Business Analysis from a recognized professional body.
- Formal certification in ITIL - Foundation and Intermediate level (Service Design).
- Knowledge of systems and processes within the United Nations or public sector.
- Experience developing software and working with relational databases.
- Experience operating in humanitarian or United Nations organizations.
- Experience leading a matrixed team to ensure collaboration and effective operations.

Solid business analyst skills
