ORGANIZATIONAL CONTEXT

In an effort to professionalize the UNHCR Staff Development function, the role of the post is to co-lead the shaping and the promotion of a performance and learning culture in UNHCR by developing learning strategies, providing strategic guidance to staff of UNHCR, as well as developing, delivering and/or effectively incorporating innovative technologies into learning activities of the Global Learning Centre (GLC), especially in the context of advising on and determining business cases, requirements and learning approaches for customized learning solutions.

Learners in UNHCR are located in over 300 offices around the world.  Given the emphasis on skilled generalists, UNHCR staff members are expected to be flexible and assume responsibilities in a range of different skill areas, which demands even greater access to training and learning than usual.  This generates a demand for a sophisticated and efficient approach to developing, storing, sharing, registering and administering learning throughout the organization.  UNHCR has embraced new learning technology by adopting and expanding a computerized learning management platform and promoting effective distance learning as one of the principal means of learning delivery.  The incumbent of this post manages UNHCR learning infrastructure ensuring that systems support and empower the organization¿s learning strategy, deliver formal and informal learning solutions, and maintain official training records of personnel as part of UNHCR/DHRM information systems.

The incumbent ensures that UNHCR maintains itself abreast of developments in the field of instructional technology, evaluating their benefits and adopting them as necessary.

The incumbent represents the GLC in meetings within other divisions and others and build contacts with external partners and key stakeholders such as other UN agencies, the UN Staff College, in the establishment of UN-wide policy and procedures for the creation, storage and sharing of learning objects and materials. Other contacts include NGO¿s, donors, academic institutions, etc. The incumbent also works with external service providers particularly technology and eLearning vendors on an ongoing basis.

The incumbent has contacts with Chief of Section/Units and Field Representatives, regular contacts with functional teams and groups in UNHCR in order to discuss performance management issues and design learning strategies. The incumbent seeks support and approval for various initiatives, especially in the context of advising on and determining business cases, requirements and learning approach; and when customized, technology-supported learning solutions are needed and with a view to operational and management needs of the Organization.

The incumbent acts as GLC divisional focal point supporting the relevant functional Division (DIST) in analysing and addressing learning needs for its personnel and for all UNHCR computer users.

The incumbent is supervised by the P-5 level Chief Learning Officer (10014430) who will provide overall direction and guidance in connection with the work of the GLC.

The incumbent manages the Learning Solutions Unit (LSU)/Tech unit and directly supervises some of these staff as well as consultants and external providers. In doing so s/he monitors performance and provides guidance and support in their day-to-day functions.

FUNCTIONAL STATEMENT

Accountability
- UNHCR-related learning activities and computerized learning management system meet operational needs and career goals.
- Quality and cost effective e-learning is developed in collaboration with external vendors.  
- Resolution to learning platform incidents and problems within service levels is provided.
- UNHCR¿s learning platform, Learn & Connect, exchanges information with relevant HR information systems.
- In collaboration with DIST, learning and certification needs in information technology are assessed and addressed in line with UNHCR priorities. 

Responsibility
- Act as an internal consultant to other training providers on a need basis.  Provide support and guidance on needs assessment, analysis, learning methodologies and approaches, development and delivery and evaluation of learning activities.  Advise GLC clients on the use of technology for driving effective learning solutions.
- Analyse learning needs of selected clients based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses. 
- Design, organize, facilitate and/or outsource technology-related workshops, training courses, e-Learning opportunities and promotional activities for both UNHCR staff and partners (government officials, NGO representatives, academics journalists, etc. and including  implementation of all logistical arrangements relating to promotional and training activities).  Ensure effective coordination of technology-related training activities, jointly with appropriate UNHCR staff and key stakeholders including beneficiaries. Entrusted to carry out necessary research in own subject matter to contribute to formulation of strategies, policies, standards, procedures.
- Manage deployment and support of UNHCR¿s learning platform, Learn & Connect.
- Guide users at all levels on the optimal use of the system ¿ learners, managers, training administrators and training owners.
- Assist Learning Coordinators in the planning, administration, and reporting on their training activities and follow-up on coordination of activities and promotion of learning.  Support other managers of learning programmes and or events including e-learning, distance learning, coaching, workshop and other approaches on all technology-related issues.
- Develop written materials, manuals, guides, job aides, etc. to be used for training/learning/staff development purposes.
- Liaise directly with end users to clarify, analyse and resolve reported issues, delivering high standards of customer service.
- Act as a business analyst for enabling IT systems and interfaces between Division of Information System and Telecommunication (DIST) and GLC/Division of Human Resources Management (DHRM).
- Conduct research and development projects to come up with new, innovative and cost effective technology solutions for the GLC.
- Develop communication strategy and content to promote the learning management system.
- Manage the interface with the Fact sheet for recording of training activities.
- Analyse the impact of learning activities, including reporting on training activities as well as follow-up on coordination of activities. Participate in the preparation of regular and ad hoc reports and compilation of statistics as required.
- Apply own knowledge of underlying theory of Learning and HR, including a broad range of learning methodologies and HR disciplines as well as Learning best practices in public and private sector, applied as a multi-facetted approach to learning in the form of clear strategic plans and interventions, and advice to clients.
- Prepare the requests for proposals for goods and services, drawing up TOR for consultancy contracts in coordination with the Administration Unit. 
- Support Division of Information System and Telecommunication (DIST) in assessing and addressing learning needs related to the use of computer software and hardware used by UNHCR.
- Participate in the preparation of annual administrative and programme submissions, prepare the submission for the budget and activities under area of responsibility.
- Perform any other related duties as required.

Authority
- Decide on learning activity priorities and content under own Cluster content areas.
- Endorse budget expenditures for the learning activities under area of responsibility.
- Authorize learning activity participant completion for the learning activities within the Unit.
- Decide on the tactical and strategic implications learning technology related projects.
- Decide on expenditure of funds while establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master's) in distance education or adult education with an emphasis on instructional technology or instructional design or related field such as computer engineering with specialization in learning.
- Minimum 8 years of directly relevant experience of which 4 in an international environment. 
- Excellent knowledge of technology enhanced learning solutions including Virtual Learning Environments, Learning Management Systems, mobile learning, e-learning authoring and collaboration tools, Web2.0 applications and mobile learning.
- Proven and varied practical experience in instructional design and adult learning. 
- Knowledge of UNHCR¿s operational context.
- Ability to apply common instructional design methodologies and learning technology standards in assisting training providers in the adaptation of learning materials.
- Skills in advising on interaction design and graphical user interface design (GUI).
- Experience in adult learning, especially design, development, delivery and evaluation of learning activities either inside or outside UNHCR.
- Fluency in English.

- Field experience would be an asset.
- Subject matter expertise in management, interpersonal skills, presentation, coaching or counselling and team development on top of any functional knowledge needed for the position.
