Senior Implementing Partnership Management Officer

ORGANIZATIONAL CONTEXT

UNHCR pursues its collaborative efforts and strategic partnerships under the Enhanced Framework for Implementing with Partners (hereafter ¿Framework¿), managed by UNHCR Implementing Partnership Management Service (IPMS) located in the Division of Financial and Administrative Management (DFAM). Close to 40% of UNHCR annual expenditure are entrusted to more than 800 Partners (INGOs, NGOs, UN, Governments and other non-for-profit partners) to reach out and provide essential assistance, protection and durable solutions to Persons of Concern. On average, 1,700 Partnership Agreements are established by UNHCR Officers in the field and at HQs.
Strengthening and increasing allocation of funds to national partners (25% of its programme allocation by 2020) is one of UNHCR Grand Bargain¿s commitments. 

IPMS has a cross-cutting mandate to ensure sound governance of the Framework and to develop relating Policies and Procedures. IPMS is providing guidance and support to UNHCR operations on Implementation with Partners, monitoring and reviewing the implementation and effectiveness of project management policies, supporting and clarifying the established rules, procedures and relevant Policies. The incumbent will also be contributing towards ensuring compliance with the Framework and other related policies, in line with the Risk-based Management Approach for enhancing Partner performance management and accountability.  

The position is located in Budapest within DFAM. The incumbent will be working closely with the Global Learning Centre (GLC) and will be leading the roll-out of the Framework, supporting UNHCR and Partners¿ capacity strengthening with regards to the Framework and contributing to other programme of related learning and staff development in line with the Framework requirements. 

The Senior Implementing Partnership Management Officer will closely collaborate with other staff members from DFAM, DPSM, GLC, DER, Regional Bureaux, field offices and other relevant units. The incumbent will function under the overall supervision and guidance of the Head of Service, and assist directly the Senior Policy Compliance Advisor in IPMS. The incumbent will supervise the work of a Senior Partnerships Assistant (G-5) and several consultants/experts.

FUNCTIONAL STATEMENT

Accountability
- The Enhanced Framework for Implementing with Partners is well designed and effective (risk assessment, profiling and mitigation measures, monitoring mechanisms, assessment for building, desirable levels of managing partnerships).
- The application of the Framework and its tools are well understood by UNHCR users and by Partners.

Responsibility
- Assess needs and analysis data on partner profile, risks, capacity related to partnership management.
- Design and develops plans, training material and capacity enhancement programmes, closely working with UNHCR staff in DFAM, DPSM, DER, Bureaux, Country Offices and Partners, and other relevant units as well as consultancies.
- Train UNHCR as well as Partner staff at HQs and Field on the application of the Framework and its tools.
- Assist in monitoring the application and regularly reports on progress made.
- Draft plans and recommendations and seeks approval from the supervisors.
- Make recommendations and innovations for improving sub-process and oversight of Partner management.
- Draft contents for information sharing and communications supporting materials, when required.
- Drafts reports and project documents and manuals.
- Provide field support.

Authority
- Design contents and validate tools for the application of the Framework.
- Validate the integrity and the content of  information dissmenation/reports such as data, intranet and websites on Partnerships.
- Determine contents of training for UNHCR and Partner staff on utilisation of the applications.
- Enforce technical integrity standards of the applications and tools.
- Make recommendation of required improvements and its change strategies.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master¿s) in Management, Risk Management, Business Administration, or related field.
- Minimum 8 years of previous job experience relevant to the function, of which 3 years of professional and international experience should be in field of finance and programme.
- Good experience in programme management and a solid understanding of partnership management practices.
- Demonstrated experience in assessing capacities, learning needs and material development.
- Experience in consultation, network and training.
- Good skills in project planning and management of Partnership Agreements.
- Resource management including budgeting and finance.
- Good command of standard computer applications including Excel, Word, Access, etc. and financial and programme management system.
- Relevant awareness of political and operational complexity of operations.
- Relevant knowledge of rules and regulations, compliance and accountability frameworks.
- Excellent oral and written drafting skills in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Recent training in the fields of risk management, partnerships, project management and capacity development, is considered of special advantage.
- Relevant experience including working with UNHCR Partners.
- Good knowledge of UN/UNHCR financial rules and internal financial controls.
