Background

The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes programme countries, existing and prospective donor countries/emerging economic powers, multilateral institutions such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies, as well as global, regional and national media.

The Bureau of External Relations and Advocacy comprises the Directorate, including a Strategy and Innovation Unit, and the following groups: Communications; Resource Partnerships and UN System Affairs. In addition, BERA has Representation Offices in five major donor cities: Brussels, Copenhagen, Geneva, Tokyo and Washington.

Within BERA, the Communications Group leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling. The Digital and Online team is responsible for developing and maintaining UNDP’s digital properties including website, blogs and social media.

Project Description 

The Digital Communications team works closely with the other teams in the Communications group to ensure that the tone and visual representation of UNDP branded products are consistent. Reporting to the team manager, the Graphic Design Consultant will be responsible for conceptualizing and creating social media visual assets for campaigns and international days as well as digital design for mobile and microsites.

Duties and Responsibilities

Scope of Work and contract period

The primary role of the Graphics design consultant is to create graphics (eg infographics, GIFs) and other visual material for UNDP’s social media channels across English, French and Spanish platforms. The consultant will work closely with the UX designer to design web and mobile use interfaces for UNDP campaigns and microsites.

The contract period commences on 20 November 2017 until 31 March 2018, with a possibility of extension to 30 June 2018 subject to budget availability.

Expected Outputs and Deliverables 

1. Developing a series of infographics to be used to promote the SDGs/By2030 Campaign.

2. Design a series of GIFs, infographics and other visuals for International Days

4. Design a series of GIFs, infographics and other visuals for other campaigns as they arise

Competencies

Required Skills and Experience

Education:

  • At least a Bachelor Degree in Design, Visual Communication or related degree.

Experience

  • Minimum of 2 years of experience in Graphic Design
  • Experience designing compelling visuals for social media including infographics and GIFs
  • Proficiency in User Experience design for websites and microsites
  • Working knowledge of brand principles and identity
  • Knowledge of and previous experience in UNDP or another UN agency desired;

Language

  • Fluent in written and spoken English

Scope of Price Proposal and Schedule of Payments

Candidates should submit a daily rate as part of their application when requested by UNDP.

Application Procedure

The application package containing the following:

  • A brief description explaining why you consider yourself the most suitable candidate for the role.
  • Copy or link to your portfolio, showing a range of examples of your work.

CV or P11 form, indicating all experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Note: Each of the above documents need to be scanned in one file and uploaded to the application.

  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager. 
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (70 points):

  • Demonstrable experience in Graphic Design. (Maximum: 25 Points)
  • Experience designing compelling visuals for social media including infographics and GIFs. (Maximum: 15 Points)
  • Proficiency in User Experience design for websites and microsites. (Maximum: 10 Points)
  • Working knowledge of brand principles and identity. (Maximum: 5 Points)
  • Interview. (Maximum: 15 Points)

The top 3 or 4 candidates will be invited for interview. Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

The Consultant will be responsible for providing her/his own laptop.

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
