Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:
Human trafficking and generally irregular migration remain extremely prevalent in Myanmar - a source, transit and destination country for human trafficking. The root causes of irregular migration in Myanmar are complex and multi-dimensional, including issues of poverty, underdevelopment, conflicts, natural disasters, internal displacement and statelessness. Lack of livelihood opportunities at home and labor migration through regular channels are the primary drivers for irregular migration. Intensification of conflicts within country and recurrence of natural disasters create an environment in which smuggling and trafficking may flourish. Myanmar men are subjected to forced labor, particularly in the fishing industry in neighboring countries. Women are subject to forced marriage, sexual exploitation in the sex industry and the entertainment sector as well as labor exploitation in the field of domestic service. About the Project:
IOM Myanmar aims to build the capacity of relevant stakeholders - including key government and non-government actors at the state and local levels. The project will raise awareness of human trafficking and build the capacity of relevant counterparts to effectively participate in trafficking prevention efforts, provide protection services to Victims of Trafficking (VoTs) including return and reintegration support, and facilitate the strengthening or formation of strategic partnerships among government and other counterparts to identify, refer, and provide assistance to VoTs and other vulnerable migrants, subsequently contributing to reducing vulnerability to human trafficking. The project will also support improved data collection and reporting which will be an integral component of the above mentioned activities. The primary data and information will be collected with support of counterparts including relevant government agencies, NGOs, CSOs/CBOs, community and religious leaders, youth, and community-based watch groups working on trafficking related issues in Myanmar. Objective of the Consultancy
IOM Myanmar is seeking a consultant to provide technical assistance to Migrant Protection Unit
in setting up and implementing various project management tools and system: (i) monitoring and evaluation of project implementation; (ii) database and large-scale information management of assisted vulnerable migrants and victims of trafficking including provision of reintegration assistance; (iii) and enhancing capacity of IOM staff as well as implementing partners on effectively utilizing those tools.

Under the direct supervision of the Programme Manager, and in close coordination with Protection Officer, the successful candidate will play a prominent role in undertaking following tasks:
Monitoring & Evaluation
1. Assist in reviewing the existing performance framework of ongoing projects. 2. Provide technical assistance in designing and developing project monitoring and evaluation system in line with project indicators and result matrix, among others, USAID’s Monitoring, Evaluation and Learning (MEL) Plan.
3. Conduct relevant in-house capacity building training for Migrant Protection Unit staff to regularly monitor indicators to measure the impacts of project implementation, including reporting and documentation.
Information & Data management
4. Assist in streamlining case management flow, referral system, including planning reintegration assistance to victims of trafficking and vulnerable migrants in partnership with local CSOs.
5. Assist in reviewing existing information management tools and forms (screening forms, reintegration assessment, business plans, etc) adapted to specific context and capacity of implementing partners in Myanmar.
6. Provide technical support to Migrant Protection Unit to manage mass data/information on assisted cases - victims of trafficking, Assisted Voluntary Return and Reintegration, large-scale return of vulnerable migrants in line with IOM’s regional and global data management system (i.e. MiMOSA). Provide technical guidance to register backlog cases into database. 7. Provide relevant in-house capacity building training for Migrant Protection Unit staff to process database into infographics for external communication products.

c. Relevant capacity building training in rolling out developed tools and system d. Factsheets, communication materials about vulnerable migrants in Myanmar Required Qualifications and Experience:
Education
• Completed advanced university degree in relevant technical and social sciences fields. Page 2 / 4Experience
• Working experience in humanitarian affairs, development, protection, counter-trafficking, and human rights, with at least 2 years field experience in the field of protection. • Experience with working for IOM in the field of counter-trafficking, migrant protection, AVRR is a strong asset.
• Strong experience in design and/ or implementation of Monitoring & Evaluation system and tools.
• Strong experience in design and/ or implementation of information management system and tools.
• Knowledge and good command in statistics, data collection (spreadsheet), data processing, information management, and analysis.
• Very strong planning, system development and organization skills, including results-orientation.
• Experience in conducting training sessions, including facilitation skills. • Working experience in Myanmar is a strong asset.
Languages
•Fluency in English is required. Working knowledge of Burmese and other local languages is an advantage.

• Expected Duration of Consultancy: 15 November 2017 – 15 January 2018
• Selected candidate will be working full time in Yangon, Myanmar , with occasional travels to different States of Myanmar.
