Background

Purpose:  Responsible for supporting the management of evaluations and providing guidance, capacity building and direct support on monitoring, as well as support to results reporting and communications.
 
Reporting structure and partners:  Reports to Country Director.  Works in close collaboration with members of the SDG Acceleration Team, the operations, programme and project staff in the CO and in UNDP BRH and HQ, as required to ensure successful UNDP programme management, monitoring and evaluation.
 

Duties and Responsibilities

1. Ensures effective results based management (RBM) and results reporting through:
 
• Promotion of effective application of RBM tools, establishment of management targets and monitoring achievement of results.
• Quality assurance of RBM products and associated internal capacity development.
• Facilitation/coordination for preparations of Results Oriented Annual Report (ROAR) and the Annual Integrated Work Plan (IWP).
• Collaboration with programme portfolio teams/projects and integrated operations teams on preparation of reports including donor reports.
 
2. Develops and implements a result-based system for projects development and implementation level through:
• Ensure quality of formulation of the programme and project results and resources frameworks, including formulation of indicators, their baselines and targets.
• Provide guidance to ensure a strong and robust monitoring and reporting system, and assist in the development and refinement of relevant formats and tools.
• Ensure and advise development and implementation of project-specific monitoring plans, including establishment of commensurate budgets for baseline data collection and subsequent monitoring, as relevant.
 
3. Ensures quality assurance of monitoring and evaluation through:
 
• Coordination of continuous projects monitoring.  Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions.
• Provision of technical advice at design stage of programmes/projects setting up a framework with defined indicators to facilitate the evaluation at later stages.
• Support to programme teams and senior management in planning and management of thematic, country programme/project evaluation; follow up on implementation of evaluation recommendations. 
• Ensuring optimal use of evaluations by providing guidance and support in preparation of timely management response to all mandatory evaluations and by developing a communication plan. 
• Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office (CO).
4. Ensures regular monitoring and quality control of CO performance and key activities, through:
 
• Monitors established results frameworks, performance indicators and targets to effectively measure CO capacity and performance using Balance Score Card, Atlas, snapshot and dashboard, Global Staff Surveys, audit, evaluation and other corporate reports.
• Produces agreed-upon oversight reports, provides analysis and early warning based on corporate available data.
• Keeps records of CO performance as objective basis for annual performance assessment.
 
5. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management through:
 
• Identification and formulation of evaluation findings, lessons learned and recommendations to be disseminated in learning events and channeled into decision-making processes.
• Participation in the conduct of results-oriented monitoring and evaluation training efforts in the Country Office; 
• Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Public Administration, Economics, Development Studies, Social Sciences, or related field. A Bachelors’ degree in the same fields plus 4 years of relevant experience may be considered.
 
Experience:
Up to 2 years (or 4 years with a Bachelor’s degree) of relevant experience in:
  • Providing management advisory services and hands-on experience in design, implementation, monitoring and evaluation of development projects 
  • Proficient usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in English and Tetum. Working knowledge of Portuguese would be an advantage.
