Context:

Under the overall guidance of the Head of Sub-Office and the direct supervision of the Resources Management Officer in Cox’s Bazar, Bangladesh, and in close coordination with the Mission’s Resources Management Officer based in Dhaka, Bangladesh for general mission’s related procurement activities, the successful candidate will be accountable and responsible for providing procurement and logistics support to the ongoing activities. Core Functions / Responsibilities:

1. Manage the logistics and procurement staff in Cox’s Bazar and facilitate the provision of necessary guidance, training and support to deliver duties in line with IOM procedures and processes.

2. Ensure sound procurement and smooth supply of goods and materials to the projects sites in Cox’s Bazar.

3. Coordinate with Contractors and Engineers to ensure required materials for construction is available on site, in coordination with Warehouse Manager and other operations staff. 4. Support the Warehouse Manager in the adherence to stockroom management practices, in order to ensure there is no undue overstocking or loss; control supply stock and monitor Page 1 / 3consumable materials, in order to be able to provide staff with ready access to common regularly used items and replenishment.

5. Ensure labour payments are made in a timely basis in coordination with the Team Leader. 6. Ensure smooth management of the IOM guest house and contracted Hotels. 7. Responsible for the procurement of goods, both locally and internationally, and ensure that the Organization's procurement procedures are strictly followed.

8. In coordination with both Resources Management Officers, analyse procurement requests, identify Service Providers, and evaluate information regarding vendor's performance in the areas of quality, prices, and delivery of goods in view of the Organization's best interests. 9. Supervise and regularly conduct physical and electronic inventory of the Mission and establish a system of identification and allocation of assets.

10. Ensure the logistical operations are updated and goods received in Cox’s Bazar are reported, as well the receipt of the in-kind contribution, registration and distribution. 11. Effective management of the fleet.

12. Communicate, in a timely manner, to the Operations staff, Resources Management Officer and Head of Sub-Office any potential obstacles or issues that would impede program activities. 13. Prepare weekly report on logistics operations in Cox’s Bazar and review the operations modality and propose adjustments.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Procurement, Logistics, Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Experience in large scale procurement and logistics;

• Experience in managing staff and Extensive technical experience;

• Experience in hardship locations;

• Sound skills in reporting and computer excel and word;

• Ability to work under minimum supervision;

• Experience in the Pacific Region and in emergence response;

• Experience running a guest house is an advantage.

Languages

Fluency in English is required. Working knowledge of local languages is an advantage. Desirable Competencies:
