UN VOLUNTEER DESCRIPTION OF ASSIGNMENT IDNR000059--Social Financing Specialist The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

The position will be based in the Jakarta, capital of Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available.

All staple foods can be found in the markets, e. g.: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta. Jakarta has numerous good restaurants with good health standards.

Jakarta’s climate is generally hot and humid, with the Indonesian wet and dry seasons dividing the year in two. Average temperature is in the upper 30°C range year-round, and the rainy season lasts between November and March.

The most used means of transportation are taxi or local bus. Mobile phone is the most reliable tool to communicate with colleagues and friends. Internet service is readily available at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah.

UNDP has been present in Indonesia for over 35 years, carrying out its mission to share technical expertise to assure inclusive growth, better services, environmental sustainability and good governance leading to the achievement of Sustainable Development Goals (SDGs). UNDP is helping the country to develop policies, leadership skills, partnership abilities, institutional capabilities, and build resilience.

As one of many UN entities, UNDP implements activities under the broad umbrella of the UN Partnership for Development

UNPDF, UNDP aims to foster national ownership and needs responsiveness, while at the same time supporting coherence and

synergies of the UN system partnership with Indonesia.

UNDP Indonesia is planning to expand its portfolio on social finance, and support the development of Indonesia’s social finance sector, with the overall aim of increasing financing for social enterprises and strengthening their social/environmental impacts, thereby contributing to the achievement of the SDGs.

Between $3 - 4.5 trillion is needed in the developing world to deliver the SDGs. Social finance plays a key role in funding gaps in healthcare, education, sanitation and energy sectors. Social finance covers various forms of private funding such as impact investors, angel investors, crowdfunding or venture capital which focus on investments delivering social benefits in addition to financial returns. By channeling private funding towards profitable ventures delivering social and environmental impacts, social finance can become an important tool for accomplishing the Sustainable Development Agenda 2030. Similarly, Islamic finance instruments can be a transformative force for unlocking resources to finance the SDGs given the immense needs for financing. Indonesia has a growing social finance sector, which promises to bridge big finance and micro-enterprises, addressing inequality by helping private investors help the poor not as a form of charity but as an investment, which is ultimately more sustainable. Furthermore, Indonesia has a burgeoning Islamic finance sector, with increasing Islamic banking assets.

UNDP’s project on Social and Islamic finance portfolio development aims to explore new partnerships and vehicles for development. It will first analyse the social finance environment, establish connections between sector actors through platforms and a fund to stimulate and catalyse private investment. The project will also investigate the potential of Islamic finance as a tool for social and environmental development financing. All of these will broaden UNDP’s portfolio and strengthen its role in facilitating the achievement of the SDGs.

Task description

Under the overall guidance of/reporting to the Deputy Country Director and direct coordination with the Environment Unit in the UNDP Indonesia, the UN Volunteer will undertake the following tasks:

Develop the Social Finance Portfolio for the Country Office by initiating new work streams and supporting existing ones; Engage with stakeholders and potential partners in the social finance sphere, including but not limited to Government

ministries and agencies, bilateral and multilateral donors, development financing agencies and other ODA (Official

Development Assistance) providers;

Organise events, workshops and promote the Country Office’s work on social finance

Research the feasibility and contribute to the design of innovative financing mechanisms for development;

Coordinate various consultants for the elaboration of research and implementation of projects;

20 Oct 2017 Page 2 of 5 Engage in resource mobilization and draft funding proposals. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Results/Expected Outputs

New partnerships developed with diverse range of partners working on development financing for the SDGs;

Grant proposals finalised in a timely and quality manner and with resources mobilised;

High quality communications materials and analysis that make a new contribution to social finance in Indonesia;

UNDP recognised as important partner to government, international development partners and private sector on innovative

finance;

Policy dialogues and events organised by UNDP that make contribution to innovative financing in Indonesia and the region

more broadly;

UNDP Indonesia’s work on impact investment incorporated and developed through innovative finance lab;

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

(AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and

other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
