Junior Expert - MEAL (Monitoring, Evaluation, Accountability and Learning) (m/f)

in Dohuk

The position is to be filled as soon as possible, with an initial contract duration of twelve months. The place of work will be Dohuk, Iraq (KRI). Taking the security situation into account, travel for work will be required.

As Junior Expert - MEAL you provide direct support to the Expert for MEAL and Iraq WHH Meal Department to provide efficient and effective programme assistance, strategic and administrative support to the implementation of all WHH Iraq MEAL activities across all projects. Your role will focus on supporting the design, data collection, analysis and report writing of all WHH Iraq assessments; supporting the MEAL department’s accountability components, and assisting to ensure that the F-CRM is operational, that accountability systems are developed and implemented; ensuring all programs routinely consider and integrate gender, vulnerability and social inclusion issues.

Your responsibilities

  • Develop appropriate research methodologies for MEAL assessments and evaluations; and provide technical support to MEAL Officers regarding database management, data collection, analysis and reporting

  • Collaborate with and advise MEAL Project Officers in order to mainstream M&E in project implementation and program development

  • Support the MEAL Expert with the development of MEAL plans and corresponding tools and approaches to enhance the quality of WHH Iraq programming

  • Assist the Expert for MEAL to implement the achievement of actions as per the MEAL Unit strategy/action plan

  • Assist the MEAL Department with independent mid-term and end line evaluations of projects

  • Manage key MEAL Department systems and processes such as the monthly internal reporting, Monthly Activity Updates (MAUs), organizational projects overview database, WHH Iraq assessments and reporting database

  • Assist the Expert for MEAL in finalising and launching the WHH Iraq MEAL toolkit to share piloted surveys, assessment methodologies, best practices regarding sampling and standardized reporting templates

  • Travel to project sites to ensure the data collection and registration processes follow WHH and CHS accountability standards.

  • Present complaints and feedback report (including trend analysis) monthly to Head of Projects, ensure recommendations are followed up; attend projects' bi-weekly meetings and brief project teams on accountability issues.

Your profile

  • A university or polytechnic degree in a relevant subject
  • Ideally 1-3 years of professional experience in Middle East or other less developed regions; specifically focussing on MEAL in developing country contexts
  • Coordination and organisational skills, including ability to work under pressure
  • Ability to work in a multinational environment
  • Excellent communication skills and intercultural sensibility
  • A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
  • A very good level of written and spoken English, good knowledge of Arabic/Kurdish/German is an asset
