In order to best capacitate health programmes to deliver effectively, UNICEF provides ongoing support to improve the effectiveness and efficiency of programmes. Part of this support requires building capacity at the country and regional level to increase the level of understanding of the indicators related to reporting and monitoring key interventions related to maternal and newborn care. In particular, this specific work stream relates to the indicators reported from health management information systems.

Background & Rationale

Measuring different aspects of the health of mothers and their newborn babies is essential to construct a reliable understanding of the health status of women and babies at global, regional, national and sub-national levels, and to track progress towards achieving the targets outlined in the new Global Strategy for Women’s, Children’s and Adolescents’ Health , and Every Newborn Action Plan . The Global Strategy highlighted a list of 17 core indicators, however these, plus many of the additional indicators need urgent work. Measuring programmatic content and quality of care around the time of birth, and for small and sick newborns, represents a major metrics gap, and is also underlined in both Ending Preventable Maternal Mortality (EPMM) and Every Newborn Action Plan (ENAP). Accurate measurement improves our knowledge of whether the effective interventions are being received by pregnant and post-partum women and their babies, and enables the targeting of resources to those most in need. WHO standards for improving quality of maternal and newborn care in health facilities also identified measures for quality of care.

Work is ongoing to strategically identify and address the main measurement gaps at country levels (including districts and facilities), and to increase the number of countries that routinely track specific EPMM or ENAP core and additional indicators, in addition to quality of care indicators as outlined by WHO. A fundamental principle is development of leadership in the countries with the highest burdens, so that they can improve and use the data for their programmes.

Coordinate the development a of a new e-learning programme on maternal and newborn health indicators  by:

  • Produce a concept note reviewing technical and pedagogical options and formulating recommendations.
  •  Produce, in collaborate with the UNICEF content experts, the TORs that will be used to contract a specialized vendor.
  •  Ensure quality of instructional design and graphic design through the project, contributing with the vendor to the delivery of:
    •  the high level design document,
    •  Storyboard
    •  Alpha, Beta and Gold releases
  • Coordinate and consolidate feedback for each review cycles, in collaboration with the UNICEF content experts.
  •  Provide a structured folder with all resources of the project and share them appropriately in the cloud.
  •  Provide project management and guidance throughout the project, documenting interaction in the form of minutes or emails.

Key competences, technical background, and experience required Deadline

  • Advanced university degree (Masters) in online and distance education, adult learning, social sciences, international development, communications, writing or related field required.
  • Experience: medium level – 5-7 years
  • Successful track record in managing professional development / adult learning programmes
  • Strong project management skills
  • Excellent client-orientation and planning and organizing skills
  • Experience working on complex projects involving stakeholders and subject matter experts from various teams
  • Experience working within an international context. Prior experience with the United Nations preferred.
  • Strong familiarity with e-learning software (e.g. Articulate) and Learning Management Systems (preferably Moodle or Totara) is highly desirable
  • Proficiency in instructional design practices is desirable

Remarks
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
