1.         Organizational context

The post is located in the Patent Database Section.  The Section is responsible for maintaining and developing the PATENTSCOPE patent search system.  PATENTSCOPE, one of WIPO’s Global Databases, is a patent search system providing public access to patent applications in full text format, including national patent collections contributed by offices with whom agreements have been reached.  The PATENTSCOPE system is updated daily with dozens of data sources, complex data structures, unreliable data sources with quality problems and includes tens of millions of records.

 

The main role of the incumbent is to plan, design, implement, improve, maintain and operate the complex data conversion and loading procedures for the PATENTSCOPE system ensuring that national patent collections are processed and loaded in a timely manner while continuously improving the level of automation of procedures, taking into account the planned growth of contributing national offices and source format changes.

 

The incumbent works under the supervision of the Head of the Section in close collaboration with other members of the Division.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties\:

 

(a)           Develop strategies for, and ensure PATENTSCOPE’s data optimum quality, timeliness and completeness, in particular by means of internal and external data curation systems, automation and managing the loading of national collection updates, including bibliographic data, image and full-text documents.

 

(b)           Analyze, design, implement and support data formatting and cleaning operations.

 

(c)           Design, develop and maintain testing procedures in order to assess the level of integrity and consistency of the system’s data.

 

(d)           Ensure the efficiency of the loading procedures and improve the procedures by identifying performance bottlenecks and propose appropriate solutions.

 

(e)           Monitor the data loading execution during production, identify data format exception cases and refine system procedures to handle identified exceptions in a timely manner.

 

(f)            Maintain technical expertise by keeping up to date with new technology, assess applications and make proposals to supervisor.

 

(g)           Develop and maintain technical and training documentation.

 

(h)           Participate as a member of the PATENTSCOPE development team.

 

(i)             Perform other related duties as required.

 

 

3.         Requirements

 

Education

Essential

First-level university degree in computer science or information technology.

 

Desirable

Certification in JAVA, MySQL, Talend products.

 

Experience

Essential

At least three years of continuous experience with any of the TALEND or similar tools for data integration and at least three years of continuous experience with MySQL and high level programming languages.

 

Languages

Essential

Excellent written and spoken knowledge of English.

Desirable

Knowledge of other official UN languages.

 

Job-related competencies

Understanding patent documents and patent data fields.

Comprehensive knowledge of patent data exchange standards, XML format, XML processing tools, high level programming languages, open source development environments and database environments including Oracle, MySQL or similar products.

Knowledge of data quality assurance.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2017 rate of 76.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
