Under the direction of the D&A Health focal point, the consultant will complement the Data & Analytics Health Team’s efforts to support UNICEF’s regional and country offices by promoting the use of quality data and the latest available technical information for evidence-based programming. Specifically, the consultant will conduct analysis from household survey data to estimate levels and trends from different indicators as well as identify patterns on individual or multiple countries for Immunization indicators. This analysis will focus on inequities and disparities at the national and subnational levels from available data and the link to some MNCH indicators to identify missed opportunities for vaccination.

Background & Rationale

In order to best capacitate health programmes to deliver effectively, UNICEF provides ongoing support to improve the effectiveness and efficiency of programmes. Part of this support requires the proper collection, validation, analysis and use of data – both from routine, administrative sources as well from national household surveys. UNICEF Data & Analytics Section in the New York headquarters office supports regional and country offices with the data and analytical assets to support these programmes and improve intervention coverage and quality through regional and country offices. One area of critical importance and priority is immunization data, which is an area in which regions and countries frequently request technical assistance to improve on the understanding of intervention coverage and quality by expanding upon the breadth, analysis and use of data that is available to inform programme and policy decisions.

Purpose

-Conduct analysis of household survey data to respond to analysis requests from regions and countries.

-Produce or expand survey databases, including extended disaggregation and subnational data for indicators, upon request.

-Support management of datasets that feed regional data visualization tools and other data products.

- Provide updates on a regular bases (3-4 times a year)

Data analysis:

Conduct analysis of household survey data on key Immunization indicators according to the needs of the regions or country offices – Analyses

  1. Situation by country using most recent surveys
  2. Determinants: Stratification by wealth quintile, urban-rural residence, urban poor, sex of the child (when applicable), maternal education, region of the country, ethnicity and langue, if applicable.
  3. Calculation of regional aggregates
  4. Tabular and graphic presentation of the results
  5. Provision of datasets and do files to ensure the replicability of the analysis.
  6. Support to regional and country teams by email and conference calls on the use of the datasets and do files to enable the regional and country offices to understand and replicate the analysis as well as leverage the findings for results (as needed).
  7. Provide a report with methods, main findings and bullet points describing the main findings.
  8. Support the writing of a peer-reviewed article, if applicable

Key competences, technical background, and experience required Deadline

  • MSc or PhD in epidemiology, public health or biostatistics
  • Proven experience in analysis of household survey microdata including equity analysis.
  • 8-10 years of proven publication record in leading journals of data analysis is areas of equity analysis on maternal, newborn child health indicators.
  • English – Academic level.
  • Statistical package – preferably Stata

Remarks
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.   

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
