Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, housing and land property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees.

 

Overview:

The purpose of the movement control assistant position is to assist in the day to day implementation of the fleet operations responsibilities. The main duty of movement control assistant is  manage and inspect NRC’s fleet vehicles, generators are cleaned and ensure regular maintenance schedule is in place and adhered by drivers and generator operators.

Movement Control Assistant will be reporting to Fleet Officer & Logistics Coordinator. The position will be based in Mosul.

 

Ideal Candidate Profile:

A university degree with minimum (1) one year of experience from working in fleet and transport management in a humanitarian/recovery context.  Ideal candidate should have good geographical knowledge of the area, speak, write in English and Arabic fluently.  S/he should also be able to use MS excel, Word and Outlook.

 

Key Job Tasks and Responsibilities:

  • Assist Fleet Officer Mosul in day to day fleet operations
  • Follow NRC rules and procedures in carrying out all tasks
  • Supervision of drivers and making duty schedule, oversee vehicle maintenance schedule, update maintenance records and report to Fleet Officer on gaps and vehicle cover ups.
  • Generate weekly and monthly reports on movement and assist Fleet Officer in generation of vehicle fuel consumption and generator fuel consumption reports.
  • Liaise and assist Access Coordinator and other programme staff in getting movement plans, generating and sharing movement plans and coordinate with Erbil movement department for daily movement. 
  • Get up to date access letters for Nineveh and KRI regions and ensures to place them in every vehicle and give proper explanation to all drivers.
  • Promote and share ideas for technical improvement for fleet operations.
  • Implement internal controls and procedures designed to ensure strict compliance with the NRC fleet operations
  • Ensure all vehicles are equipped with safety tool, first aid box, fire extinguishers and drivers are trained for use.

 

Qualifications:

  • Experience from working with fleet and transport management in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Fluency in  English and Arabic 
  • Previous experience from working in complex and volatile contexts

The post will be for  two (2) two months contract duration with possibility of extension, subject to funds and satisfactory performance. 

Salary: 4/1 according to NRC-Iraq's salary scale
