The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.

The Road Structure Design Engineer works under the overall guidance of Deputy Program Manager/Sr. Road Design Engineer. The Road Structure Design Engineer is responsible for all designs of road and structures and technical documentation produced by the technical Unit, and specifically designs road and structure work design, drawings, specifications and work methodologies according to AASHTO and MPW Design standards.

Functional Responsibilities

  • Design of road and structures (culverts, retaining wall and drain Design, assist with Highway Engineer for full package of the technical documents.
  • Estimate the road and structures quantity and prepared the Bill of quantity and estimation.
  • Review the contractor road structure design to ensure adherence to AASHTO and MOPW standards.
  • Ensure road and culverts designs are completed to the highest standards, based on initial survey data provided to the technical section by the Surveyors and Regional Engineers.
  • The preparation of BoQs and technical documentation in accordance with World Bank standard and UNOPS standard.
  • In collaboration with the Surveyors and Regional Engineers, and Road Engineer advise on the appropriate location for culvert construction.
  • Provide advice and coordination of the fabrication process, including launching and placing, in conjunction with the Contractor.
  • Assist the QA/QC and Regional Engineers with monitoring the work of the contractor.
  • Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications.
  • Review and verify TSP-UNOPS contractors’ temporary works design and check Form Work and placing of steel reinforcement is correctly in place.
  • Monitor the construction of foundations of bridges and Road strictures. Ensure QA/QC Engineers are undertaking safe bearing pressure tests.
  • Review and endorse any design changes that are processed by Regional Engineer.
  • Assist with building the capacity TSP-UNOPS Counterpart Engineers in bridge design and construction techniques including good practices and troubleshooting methods.
  • Provide technical advice and assistance to contractors to ensure that good quality materials are purchased.
  • Provide social-economic analysis of the respective bridge/Road structures designs.  This entails using Cost Benefit Analysis (CBA) modelling processes, such as cost per person that the Road structures will benefit.
  • Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results.
  • Perform any other duty in line with this TOR as requested by the TSP Program Manager or the Deputy program Manager.

Education/Experience/Language requirements

  • Bachelors's Degree in Civil Engineering
  • A minimum 7 years’ experience as Road & Structure Engineer position with B.Sc. degree  and 5 years with M. Sc.degree. 
  • At least 2 years’ experience in a large scale road construction project(s).
  • Previous experience working in a UN project or other international organization.
  • Previous experience in mentoring and training counterparts is seen as an asset
  • Excellent English skills, both written and verbal
