Purpose for the job:

Under the direct supervision of the supervisor, Programme Manager – Makani (P3), accountable for daily programme implementation, support, monitoring and coordination and the total programme commitment for Makani programmes (including Direct Implementation modality) in refugee camps in Jordan, focussed on achievement of UNICEF's Priorities for the overall Makani programme. Ensure strengthened referral networks, and strong supervision and monitoring of large number of staff directly implementing Makani programmes.

How can you make a difference?

1. Knowledge Management for Makani Programmes

Ensure that Makani in Camps programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases; participate in information exchange through donor and media visits as well as in the development of training and orientation material for staff and partners carrying out implementation of Makani programmes in refugee camps in Jordan.

2. Programme Development and Management

Contribute to the preparation of key planning documents in the office for effective design for programme development. Administer a consistent and transparent monitoring system; providing accurate analysis of trends and their implications for ongoing programmes and projects. Support preparation of programme work plans as required. Responsible for preparation of program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices.

3. Optimum Use of Program Funds

Assist in establishing programme work plans and monitors progress and compliance with contract management and partnership management. Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated. Takes appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through transparent approach to programme planning, monitoring and evaluation.

4. Supervise and manage Makani centres within specific camp, ensuring consistently strong performance indicators and close linkages to other service providers and sectors to ensure consistent integration of programmes at field level.

Undertakes field visits very frequently to monitor and assess programme implementation and decide on required corrective action.

Carry out a rigorous and transparent approach to evaluation and participate the major programme evaluation exercises in consultation with the Deputy Representative, PME team and others to improve efficiency and quality of programme delivery for Makani programme in camps. Participate in (and lead where necessary) annual Makani review meetings with counterparts. Ensure the timely preparation of regular and annual program status reports.

5. Commitment and institutional capacities of the local partners effectively gained and established.

Assure the quality of child rights-based programmes through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning, design and processes using a results-based management approach to programme design of direct implementation of Makani centres and approach.

Ensure viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme new initiatives and management issues to ensure achievement of stated objectives.

6. Commitment and institutional capacities of the local partners effectively gained and established.

Provide local staff contracted in camps with technical support and timely and appropriate guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability in the camps.

Ensure the building or reinforcing of the commitment and capacities of the community and local partners starting with taking a strategic approach to the identification of these partners, groups and partnerships.

7. Implement Makani Specific Deliverables for the camps, including management of staff recruited directly by the company.

To qualify as an advocate for every child you will have…

Education: University degree in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in conflict resolution.

Experience: Two years of relevant professional work experience.

Developing country work experience (for IP) or field work experience (for NO) Background/familiarity with Emergency.

Language requirement: Fluency in English and Arabic is required
