In accordance with Agency policy and procedures, the incumbent:
(A) Supervises the implementation of the hospitalization strategy in an efficient manner to ensure access to quality care for patients by:
(i) Conducting weekly visits to the areas to ensure the accurate implementation of the strategy; visits contracted hospitals and other health facilities to monitor the quality of services provided, which is addressed by• conducting clinical audits on inpatients' referrals, diagnosis and management at the contracted hospitals;• more specifically, this includes examining the appropriateness of the referrals in accordance with the admission criteria (emergency admissions, health center referrals, or self-admission after working hours of UNRWA clinics);
(ii) Conducting periodic meetings with the community to ensure that• the applied hospitalization strategy is clearly communicated to the target population;
(iii) Conducting periodic meetings with the Delegated Medical Officers (DMOs), Area Hospitalization Medical Officers (AHMOs)• and/or Area Health Coordinators (AHCs) as well as with partners in provision of hospitalization services;
(iv) Coordinating and supervising the day to day operation of the hospitalization team and operations;
(B) Monitors the financial hospitalization expenditures on a Field level to identify and rectify areas of unsatisfactory performance and to capitalize on potential performance improvement opportunities; follows up with DMOs, AHMOs and/or AHCs on admission and compliance issues regularly;
(C) Performs Monthly analyses in order to provide reports on status of the hospitalization implementation and deviation from the established plan to assist management decision making;•••••••••
(D) In coordination with Chief Field Health Programme, develops the annual hospitalization strategy in line with the needs of Palestine Refugees; this includes defining eligibility criteria, scope of provided services, negotiating prices, finalized contracts etc.;
(E) Coordinates with• DMOs, AHMOs and/or AHCs on:
(i) Receiving and investigating complaints from UNRWA-referred patients and solving their problems with hospitals;
(ii) Conducting patient satisfaction interviews and surveys and• reporting findings, with recommendations for improvement, to Chief Field Health Programme;
(iii) Ensures the implementation of department policies, procedures, and processes across Lebanon Field and monitors adherence; recommends improvements to departmental policy where necessary;
(F) Liaises and maintains contacts with the respective NGOs, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional responses to health needs;
(G) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional
(ii) An advanced degree in public health with the focus on hospital administration or health care management;
(iii) A valid governmental license to practice medicine in the country of duty station where applicable
At least eight years of satisfactory professional working experience in public health administration of which three should have been in at least mid-level managerial role.
•Excellent command of written and spoken English and Arabic.
(i) Excellent analytical skills, including the ability to interpret medical information/data, and to contribute to policy formulation;
(ii) Strong communication skills, including the ability to present technical information to different target audiences in a clear and concise manner;
(iii) Ability to negotiate contracts with health facilities for the provision of hospitalization services;
(iv) Management skills, including the ability to deal with administrative issues and supervise staff;
(v) Good decision making, conflict resolution and problem solving skills;
(vi) Ability to establish relationships with stakeholders and other concerned parties;
(vii) •Ability to establish priorities and to plan, coordinate, follow up and monitor own work;
(viii)Good computer skills;•
(ix) Ability to work under pressure.
•(E)• DESIRABLE QUALIFICATIONS
(i) Professional experience of working in medical insurance or other field establishing, negotiating and managing contracts with medical providers, as well as managing claims administration;•
(ii) Professional experience in developing countries and in project management of multi- functional projects;
(iii) •Knowledge of UNRWA, in general and Health services, in particular;
(iv) •Proficiency in standard PC applications used by the Agency.
CONDITIONS OF SERVICE:
Salary: Monthly basic salary L.L. 3,798,780

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
The Recruitment process is based on the Agency's strategy to obtain the best qualified and suitable employees through a competitive recruitment process. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see "Technical and Practical Tests Required" below). An absence from tests or interviews will be considered automatically as a withdrawal from the recruitment process. The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates' profiles. Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.
As an Area post, preference will be given to local candidates already based in the duty station of the post
TECHNICAL & PRACTICAL TESTS REQUIRED
Short-listed candidates will sit for two tests:Written technical test (100%). Computer Test Pass/Fail (Intermediate Level: MS Word and MS Excel)
•• The top 05 scoring candidates, in the technical test given that i) none have scored less than 50%, and ii) non have failed the computer test, will be invited for an interview.
