ABOUT THE MISSION

Location: Erbil (with possible night stay in Nineveh province)

SI mission in Iraq has been opened in February 2017, with emphasis on the Mosul response. The coordination is based in Erbil (5 expatriates and 8 national staffs) managing remotely 3 operational teams (30 staffs in total) in the different locations (Hamam Al Alil, Abu Saif and West Mosul) with small offices in the two first locations.

SI is currently running an emergency WASH programme in West Mosul, and is currently initiating more sustainable WASH activities in the same area (rehabilitation of secondary water networks, support household connection to the networks) through CDC funding. We aim at developing activities in other areas, emphasizing notably early recovery (food security and livelihood) interventions

ABOUT THE JOB

The Field Coordinator is usually considered as a small Head of Mission. This is particularly true for this mission, as the Field Coordinator will be central in supervising the organization’s response to the Mosul crisis, with responsibilities such as:

  • Reflecting over the security and access conditions in Mosul, implying strong links with the local authorities;
  • Support the WASH PM in the launching of the new CDC-funded WASH project;
  • Setting up a new sub-base in Nineveh province (potentially East Mosul), in order to be closer to the operational field;
  • Supervising the recruitment of his administrative and logistics teams (the WASH teams are mostly already in place)

The main challenges of the position are:

  • Contextual and security constraints in the area of intervention
  • Access negotiations and mapping of security actors
  • Semi- remote management (No permanent stay in Mosul area)
  • Team and office setup within a limited time framework

RESPONSIBILITIES:

The Field Coordinator:

  • Proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated:
  • Ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
  • Support security analysis of the intervention area and elaborate with support of the HoM specific security guidelines
  • Mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management
  • Coordinates the teams in place and is responsible for their security in his/her assigned zone

YOUR PROFILE

  • At least one year of experience in a similar position;
  • Strong security management profile, ideally in the Middle East;
  • Sensibility with support functions, notably logistics;
  • Previous experience in base opening;

DUREE DE LA MISSION

Solidarités International will offer you:

A salaried post: according to experience from 2200 euros gross per month (2000 euros base salary plus 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Living conditions:

Good living conditions in Erbil: individual rooms, fully equipped guest house and office, possibility to walk in the neighborhood, lots of restaurant, no curfew. Nevertheless movements by foot for female staff alone at night are not allowed due to risks of harassment, and dedicated taxi drivers are identified. Erbil security situation is stable, nevertheless, specific attention for female staff and movements on foot at night.

Field security is volatile, with a strong presence of armed actors, and potential for security events. For the field base, heightened security procedures will be applicable (curfew, no movements at night…); this is to be further defined but should be foreseen by the applicant.
