Context of the position

The French Red Cross is operational in Northern Iraq since 2013, especially in Dohuk, Ninewa and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging return of population in newly liberated areas, FRC is providing assistance in a range of sectors including WASH, livelihoods, shelter and relief. The Iraq programme presently employs about 65 national staff and 7 international staff.

The French Red Cross works in partnership with the local branches of the Iraqi Red Crescent Society (IRCS).

In 2016, FRC continues its emergency and early recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities.

FRC is about to implement a 3 years project whose objective is to strengthen educational basic services capacities in order to integrate Syrian children refugees and IDPs and to address the needs of the whole targeted population (refugees, IDPs and host communities). The specific objective is to promote, to facilitate and to improve the access to education for the Syrian refugees, IDPs and host communities’ children in Iraqi Kurdistan (Dohuk and Erbil governorates).

The project will include a strong psychosocial component. This component should be integrated in various objectives of the project, such as preventing psychosocial troubles development among children at school, identifying and referring those facing psychosocial issues, supporting parents and teachers on psychosocial aspects, etc.

This project will be implemented in collaboration with the Iraqi Red Crescent Society, and with support of the Danish Red Cross for the PSS component.

The position

Purpose of the job

Under the management of the project manager, the PSS delegate will be in charge of assessing the specific psychosocial needs in the targeted schools and of defining the most relevant psychosocial intervention according to the project framework and the existing partners. The delegate will also be in charge of designing training and monitoring tools. Additionally, considering the context described above, the PSS delegate will be expected, with the support of the HQ technical advisor, to provide PSS technical inputs both for the Iraqi delegation and at a regional level when/if needed, in order to strengthen FRC’s strategy.

Main responsibilities:

  • Context mapping: needs assessment, partners mapping, identification and creation of referral pathway
  • Work with project staff and partners to design relevant psychosocial activities to be implemented in the different objectives of the projects
  • Train staff and volunteers, design adapted training modules for school staff and community members
  • Ensure adequate communication and reporting and provide a toolkit to facilitate entire project follow up

  • Strong psychosocial background (psychologist, sociologist, etc.)
  • Program coordination and management
  • Training of trainer skills

  • Experience in implementing program related to psychosocial and educational access
  • Experience in initial diagnosis, situation and needs analysis
  • Experience / knowledge on children’s rights, protection and participation
  • Strong project and team management skills
  • Sound experience in partnership and capacity building
  • Good communication, analytical and drafting skills

  • Good knowledge or experience of the Red Cross Movement preferred
